AB840,1,3 1An Act to create 20.437 (1) (bf) and 49.168 of the statutes; relating to: grants
2for homeless youths, granting rule-making authority, and making an
3appropriation.

This bill requires the Department of Children and Families to create a program
to provide grants for housing for homeless youths and for programs that assist
homeless youths in finding stable housing. Under the bill, homeless youths are
defined as minors who lack a fixed, regular, and adequate nighttime residence. The
definition of homeless youths includes minors who share other people's housing due
to loss of housing, economic hardship, or a similar reason; live in motels, hotels,
trailer parks, or camping grounds due to the lack of alternative adequate
accommodations; live in emergency or transitional shelters; live in cars, parks,
public spaces, abandoned buildings, substandard housing, bus stations, or similar
settings; are abandoned in a hospital; or are awaiting foster care placement.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

3grants for homeless youths under s. 49.168.
AB840,3 4Section 3. 49.168 of the statutes is created to read:
AB840,2,6 549.168 Grants for homeless youths. (1) In this section, "homeless youths"
6means minors who are homeless children and youths, as defined in 42 USC 11434a.
AB840,2,10 7(2) The department shall develop and implement a program under which the
8department awards grants from the appropriation under s. 20.437 (1) (bf) for housing
9for homeless youths and for programming that assists homeless youths in finding
10stable housing.
AB840,2,12 11(3) The department shall promulgate rules to implement and administer this
12section.
