2013 - 2014 LEGISLATURE
March 25, 2014 - Introduced by Representatives Goyke, Barnes, Marklein,
Sargent, Berceau, Zamarripa and Sinicki. Referred to Committee on
Criminal Justice.
AB884,1,2 1An Act to amend 947.015 of the statutes; relating to: making a false report of
2an active shooter, and providing a penalty.
Analysis by the Legislative Reference Bureau
Under current law, a person who intentionally conveys a false threat or false
information concerning the destruction of property by means of explosives (bomb
threat) is guilty of a Class I felony and may be fined up to $10,000, imprisoned for
up to three years and six months, or both.
Under this bill, the same penalty that applies to a person who intentionally
conveys a false threat or false information about a bomb threat also applies to a
person who intentionally conveys a false threat or false information concerning the
presence of an active shooter.
Because this bill creates a new crime or revises a penalty for an existing crime,
the Joint Review Committee on Criminal Penalties may be requested to prepare a
report concerning the proposed penalty and the costs or savings that are likely to
result if the bill is enacted.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB884,1 3Section 1. 947.015 of the statutes is amended to read:
AB884,2,4 4947.015 Bomb scares; report of active shooter. Whoever intentionally
5conveys or causes to be conveyed any threat or false information, knowing such to

1be false, concerning an attempt or alleged attempt being made or to be made to
2destroy any property by the means of explosives or concerning the presence or
3movement at a specified place or location of a person using or attempting to use a
4firearm unlawfully
is guilty of a Class I felony.
