SB405,1,3 1An Act to affect 2013 Wisconsin Act 20, section 9149 (2q) (b) 6m.; relating to:
2membership of a task force studying issues relating to the operation, use, and
3construction of state veterans home and other facilities for veterans.
Analysis by the Legislative Reference Bureau
2013 Wisconsin Act 20 (the 2013-15 biennial budget act) created a task force
to study various issues relating to the operation, use, and construction of state
veterans homes and facilities, the issues including whether to enter into contracts
for an operational manager to assume management responsibility for the homes and
whether to construct correctional facilities to house incarcerated veterans. The task
force has ten members, two members each from the Department of Veterans Affairs
(DVA), the Department of Corrections, the Department of Health Services, the
Department of Military Affairs, and the Department of Administration. This bill
adds six members to the task force that are appointed by the Council on Veterans
Programs, which is attached to DVA and which advises DVA on solutions and policy
alternatives relating to the problems of veterans. Each of the six members have to
represent a veterans organization that is eligible to have a representative on the
Council. The veterans organizations include organizations that represent disabled
veterans, that represent veterans from specific wars or military conflicts, and whose
membership is based on race, gender or religion.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

SB405,2,52[2011 Wisconsin Act 20] Section 91.49 (2q) (b) 6m. Six members, each of whom
3represents an organization listed in section 15.497 (2) (a) of the statutes, and who is
4appointed by the council on veterans programs created under section 15.497 of the
5statutes.
