3and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Transportation provides state aid
payments to local public bodies in urban areas served by mass transit systems to
assist the local public bodies with the expenses of operating those systems. There
are four classes of urban mass transit systems for which funding is presently
provided, referred to as Tier A-1, Tier A-2, Tier B, and Tier C. A Tier A-1 system
has annual operating expenses of $80,000,000 or more. A Tier A-2 system has
annual operating expenses in excess of $20,000,000 but less than $80,000,000. A
Tier B system operates within an urbanized area having a population of at least
50,000 or receives federal mass transit aid but has annual operating expenses of less
than $20,000,000. A Tier C system operates within an area having a population of
less than 50,000 or receives federal mass transit aid. The total amount of state aid
payments for each class of mass transit system is limited to a specified amount in
each calendar year.
This bill increases the total amount of state aid payments for each class of mass
transit system as follows: 1) by about 2 percent for Tier A-1 and A-2 systems; 2) by
about 4 percent for Tier B systems; and 3) by about 6 percent for Tier C systems.

enact as follows:

, is amended to read:
SB671,2,113 85.20 (4m) (a) 6. cm. From the appropriation under s. 20.395 (1) (ht), the
4department shall pay $61,724,900 for aid payable for calendar years 2012 to 2014
5and 2013, $62,959,400 for calendar year 2014, and $64,193,900 for calendar year
62015 and thereafter, to the eligible applicant that pays the local contribution
7required under par. (b) 1. for an urban mass transit system that has annual operating
8expenses of $80,000,000 or more. If the eligible applicant that receives aid under this
9subd. 6. cm. is served by more than one urban mass transit system, the eligible
10applicant may allocate the aid between the urban mass transit systems in any
11manner the eligible applicant considers desirable.

8thereafter. These amounts, to the extent practicable, shall be used to determine the
9uniform percentage in the particular calendar year.

14$5,288,700 in calendar year 2014, and $5,188,900 in calendar year 2015 and
15thereafter. These amounts, to the extent practicable, shall be used to determine the
16uniform percentage in the particular calendar year.

SB671,4,218 (1) Tier B transit aids. In the schedule under section 20.005 (3) of the statutes
19for the appropriation to the department of transportation under section 20.395 (1)
20(hr) of the statutes, as affected by the acts of 2013, the dollar amount is increased by
21$325,500 for the first fiscal year of the fiscal biennium in which this subsection takes
22effect to increase funding for the purpose for which the appropriation is made. In the
23schedule under section 20.005 (3) of the statutes for the appropriation to the
24department of transportation under section 20.395 (1) (hr) of the statutes, as affected
25by the acts of 2013, the dollar amount is increased by $706,300 for the second fiscal

1year of the fiscal biennium in which this subsection takes effect to increase funding
2for the purpose for which the appropriation is made.
SB671,4,123 (2) Tier C transit aids. In the schedule under section 20.005 (3) of the statutes
4for the appropriation to the department of transportation under section 20.395 (1)
5(hs) of the statutes, as affected by the acts of 2013, the dollar amount is increased by
6$74,900 for the first fiscal year of the fiscal biennium in which this subsection takes
7effect to increase funding for the purpose for which the appropriation is made. In the
8schedule under section 20.005 (3) of the statutes for the appropriation to the
9department of transportation under section 20.395 (1) (hs) of the statutes, as affected
10by the acts of 2013, the dollar amount is increased by $224,700 for the second fiscal
11year of the fiscal biennium in which this subsection takes effect to increase funding
12for the purpose for which the appropriation is made.
SB671,4,2213 (3) Tier A-1 transit aids. In the schedule under section 20.005 (3) of the
14statutes for the appropriation to the department of transportation under section
1520.395 (1) (ht) of the statutes, as affected by the acts of 2013, the dollar amount is
16increased by $308,600 for the first fiscal year of the fiscal biennium in which this
17subsection takes effect to increase funding for the purpose for which the

20of the statutes, as affected by the acts of 2013, the dollar amount is increased by
21$925,800 for the second fiscal year of the fiscal biennium in which this subsection
