SJR56,1,1 Relating to: proclaiming the month of October as Breast Cancer Awareness Month.

SJR56,1,3 Whereas, the American Cancer Society reports that breast cancer is the most frequently diagnosed cancer among Wisconsin women; and

SJR56,1,5 Whereas, breast cancer is the second leading cause of cancer death in Wisconsin women; and

SJR56,1,8 Whereas, this year there will be 232,340 new cases of breast cancer, resulting in 39,620 deaths in the United States and 4,490 new cases of breast cancer, resulting in 700 deaths from the disease in Wisconsin; and

SJR56,1,11 Whereas, the American Cancer Society recommends yearly mammograms for women beginning at age 40 and clinical breast exams at least every three years for women in their 20s and 30s; and

SJR56,1,14 Whereas, the national five-year relative survival rate for women diagnosed with breast cancer at the local stage is 98 percent while the survival rate for advanced breast cancer is 27 percent; and

SJR56,2,3 Whereas, the breast cancer death rate has steadily declined since 1990 and can be attributed to early detection by mammography and improvements in treatment; and

SJR56,2,5 Whereas, most studies have shown that mammography decreases death from breast cancer by 20 to 30 percent; and

SJR56,2,7 Whereas, it is in the public interest to promote public awareness of the benefits of early detection, prevention, and treatment of breast cancer; and

SJR56,2,10 Whereas, organizations such as Susan G. Komen for the Cure have funded research grants and community-based outreach projects that focus on education, screening, and treatment; and

SJR56,2,12 Whereas, Susan G. Komen for the Cure has raised and invested more than $2.2 billion since its inception in 1982; and

SJR56,2,15 Whereas, the Susan G. Komen Race for the Cure has become one of the world's largest and most successful education and fundraising events for breast cancer that celebrates survivorship and honors those who have lost their battle; and

SJR56,2,18 Whereas, it is important for the state of Wisconsin to join with its citizens throughout the state in recognizing the importance of this disease; now, therefore, be it

SJR56,2,22 Resolved by the senate, the assembly concurring, That the members of the Wisconsin legislature proclaim the month of October as Breast Cancer Awareness Month throughout the state to promote early detection, prevention, and treatment of breast cancer and the shared commitment to finding a cure.
