AB356,1,3 1An Act to amend 36.11 (8) (b); and to create 13.48 (45) of the statutes; relating
2to:
University of Wisconsin System parking and transportation facilities and
3parking fees.
Analysis by the Legislative Reference Bureau
This bill allows University of Wisconsin (UW) parking fees and fines to be used
for campus safety and transportation-related programs. Current law authorizes the
Board of Regents of the UW System and UW chancellors to regulate motor vehicle
parking on property under their jurisdiction. Current law requires that any parking
fines or fees collected by a UW institution pursuant to such regulations must be used
only to enforce the regulations or develop and operate parking or other
transportation facilities at the institution. This bill also allows the parking fines or
fees to be used for any campus safety or transportation-related program developed
or operated at the institution at which the fines or fees are collected.
The bill also prohibits the building commission from authorizing any general
fund supported borrowing to aid in the construction of parking facilities at any UW
institution.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB356,1 4Section 1. 13.48 (45) of the statutes is created to read:

113.48 (45) University of Wisconsin parking facilities. The building
2commission may not authorize any general fund supported borrowing to aid in the
3construction of parking facilities at any institution, as defined in s. 36.05 (9), of the
4University of Wisconsin System.
AB356,2 5Section 2. 36.11 (8) (b) of the statutes is amended to read:
AB356,2,116 36.11 (8) (b) The board shall establish fines for the violation of any rule made
7under par. (a). The institutions are authorized to collect such fines together with
8moneys collected from the sale of parking permits and other fees established under
9par. (a), to be used only for the purpose of developing and operating parking or other
10transportation facilities, or campus safety or transportation-related programs, at
11the institution at which collected and or for enforcing parking rules under par. (a).
