AB361,1,3 1An Act to create 40.03 (6) (L) of the statutes; relating to: authorizing local
2government employees to participate in ancillary insurance coverage programs
3offered by the Group Insurance Board to state employees.
Analysis by the Legislative Reference Bureau
This bill requires the Group Insurance Board (GIB), beginning on January 1,
2018, to permit public employers other than the state to participate in ancillary
insurance coverage plans, such as dental or vision plans, that are offered by GIB to
state employees. Under the bill, GIB must require the employers who participate in
the plans to establish payroll deduction programs through which their employees
must pay premiums for the ancillary coverage plans.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB361,1 4Section 1. 40.03 (6) (L) of the statutes is created to read:
AB361,2,35 40.03 (6) (L) Shall permit employers other than the state to participate in
6ancillary coverage plans, such as dental or vision plans, that are offered by the group

1insurance board to state employees. The group insurance board shall require the

AB361,2,65 (1) This act first applies to ancillary coverage plans offered by the group
6insurance board on January 1, 2018.
