AB483,1,2 1An Act to repeal 440.88 (1) (am) and 440.88 (3) (a) 7.; and to amend 440.88 (4)
2of the statutes; relating to: prevention specialist-in-training certification.

Under current law, the Department of Safety and Professional Services (DSPS)
designates and certifies substance abuse counselors, clinical supervisors, and
prevention specialists. DSPS also certifies prevention specialists-in-training,
whose certification may be renewed only twice. This bill eliminates the prevention
specialist-in-training designation and certification.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB483,1 3Section 1. 440.88 (1) (am) of the statutes is repealed.
AB483,2 4Section 2. 440.88 (3) (a) 7. of the statutes is repealed.
AB483,3 5Section 3. 440.88 (4) of the statutes is amended to read:
AB483,2,76 440.88 (4) Applications; certification period. An application for certification
7as a substance abuse counselor, clinical supervisor, or prevention specialist under
8this section shall be made on a form provided by the department and filed with the

1department and shall be accompanied by the initial credential fee determined by the
2department under s. 440.03 (9) (a). The renewal date for certification as a substance
3abuse counselor, clinical supervisor, or prevention specialist is specified under s.
4440.08 (2) (a) and the renewal fee for such certifications is determined by the
5department under s. 440.03 (9) (a). Renewal of certification as a substance abuse
6counselor-in-training, or a clinical supervisor-in-training, or a prevention
7specialist-in-training
may be made only twice.
AB483,4 8Section 4. Nonstatutory provisions.
AB483,2,169 (1) Current Prevention specialists-in-training. Notwithstanding section
10440.88 (5) of the statutes, an individual who, on the effective date of this subsection,
11holds a valid certification as a prevention specialist-in-training under section
12440.88, 2013 stats., may retain and continue to practice under, but may not renew,
13that certification until it otherwise expires, subject to applicable requirements under
14section 440.88, 2013 stats., and the rules promulgated by the department of safety
15and professional services governing the practice of prevention
16specialists-in-training.
