AB747,1,3 1An Act to amend 20.923 (2) (b); and to create 20.923 (2) (bm) and 115.28 (63)
2of the statutes; relating to: salaries of senators and representatives to the
3assembly.
Analysis by the Legislative Reference Bureau
This bill prohibits the salary for state legislators from increasing unless the
average annual salary of first-year, full-time teachers is at least equal to the salary
of state legislators. If the average annual salary of such teachers is at least equal to
the salary of state legislators, then this bill restricts increases in salaries of state
legislators to a percentage that is no greater than the percentage increase in average
salaries for first-year, full-time teachers from the immediately preceding school
year to the current school year.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

120.923 (2) (b) The annual salary of each state senator, representative to the
2assembly,
justice of the supreme court, court of appeals judge , and circuit judge shall
3be reviewed and established in the same manner as provided for positions in the
4classified service under s. 230.12 (3).
AB747,2 5Section 2. 20.923 (2) (bm) of the statutes is created to read:
AB747,2,146 20.923 (2) (bm) The annual salary of each state senator and representative to
7the assembly shall be reviewed and established in the same manner as provided for
8positions in the classified service under s. 230.12 (3), except that no annual salary
9of a state senator or representative to the assembly may be increased above the
10annual salary on the effective date of this paragraph .... [LRB inserts date], unless
11the average annual salary of first-year, full-time teachers, as determined under s.
12115.28 (63) (a), is at least equal to the annual salary of a state senator or
13representative to the assembly and then it may be increased by a percentage that is
14no more than the percentage determined under s. 115.28 (63) (b).

AB747,2,1816 115.28 (63) Determine average salary for first-year teachers. (a) By
17December 1 of each even-numbered year, determine the average annual salary for
18first-year, full-time teachers in this state for the immediately preceding school year.

20change between the average annual salary determined under par. (a) and the
21average annual salary for first-year, full-time teachers in this state for the current
22school year.
