1An Act to create 36.25 (54) of the statutes;
relating to: establishing a business
2idea generation program in the University of Wisconsin-Extension and making
3an appropriation.

This bill requires the Board of Regents of the University of Wisconsin System
to establish, in the University of Wisconsin-Extension, a business idea generation
program. Under the program, the University of Wisconsin-Extension must continue
and expand the Wisconsin Big Idea Tournament, which must include four regional,
and one state, competitive tournaments in business idea generation. The program
must also include statewide training and education in entrepreneurship
development and business startup methodology. The program must be available to
students enrolled in public or private secondary schools or postsecondary
institutions in this state.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(54) Business idea generation program. The board shall establish in the
2extension a program to continue and expand the Wisconsin big idea tournament,
3established in 2013, for the purpose of improving the overall quality of business
4startup performance and enhancing youth entrepreneurship in this state. The
5program shall include 4 regional, and one state, competitive tournaments in
6business idea generation as well as statewide training and education in
7entrepreneurship development and business startup methodology. The program
8shall be available to students enrolled in public or private secondary schools or
9postsecondary institutions in this state. From the appropriation under s. 20.285 (1)
10(a), the board shall allocate $165,000 in fiscal year 2016-17 and in each fiscal year
11thereafter to establish and administer the program under this subsection.

In the schedule under section 20.005 (3) of the statutes for the appropriation
14to the Board of Regents of the University of Wisconsin System under section 20.285
15(1) (a) of the statutes, as affected by the acts of 2015, the dollar amount for fiscal year
162016-17 is increased by $165,000 to provide funding for the business idea generation
17program under section 36.25 (54) of the statutes, as created by this act.
