AB797,1,3 1An Act to amend 25.774 (1) and 25.774 (1) of the statutes; relating to: funding
2for the rural physician residency assistance program and making an
3appropriation.
Analysis by the Legislative Reference Bureau
This bill provides a one-year increase of $250,000 in funding for the rural
physician residency assistance program. Under this program of the University of
Wisconsin System, the Department of Family Medicine in the University of
Wisconsin School of Medicine and Public Health establishes and supports physician
residency positions in hospitals in rural areas or that include rural rotations in
hospitals in rural areas. This program is funded from the critical access hospital
assessment fund. Under the bill, the increased funding is provided for fiscal year
2016-17 from the general fund.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB797,1 4Section 1. 25.774 (1) of the statutes is amended to read:
AB797,2,35 25.774 (1) There is established a separate nonlapsible trust fund designated
6as the critical access hospital assessment fund, to consist of all moneys received

1under s. 50.38 (2) (b) from assessments on critical access hospitals and, all moneys
2recouped and deposited under s. 50.38 (6m) (a) 3., and all moneys transferred under
32015 Wisconsin Act .... (this act), section 4 (1).
AB797,2 4Section 2 . 25.774 (1) of the statutes, as affected by 2015 Wisconsin Act .... (this
5act), is amended to read:

8under s. 50.38 (2) (b) from assessments on critical access hospitals , and all moneys

AB797,3 11Section 3. Nonstatutory provisions.
AB797,2,1712 (1) Notwithstanding section 16.42 (1) (e) of the statutes, the Board of Regents
13of the University of Wisconsin System, in submitting information under section
1416.42 of the statutes for purposes of the 2017-19 biennial budget bill, shall submit
15information concerning the appropriation under section 20.285 (1) (qe) of the
16statutes as though the increase in the dollar amount of that appropriation under
17Section 4 (2) of this act had not been made.
AB797,4 18Section 4 . Fiscal changes.
AB797,2,2119 (1) Transfer from general fund to critical access hospital assessment fund.
20There is transferred from the general fund to the critical access hospital assessment
21fund $250,000 in fiscal year 2016-17.
AB797,3,222 (2) Funding for the rural physician residency assistance program. In the
23schedule under section 20.005 (3) of the statutes for the appropriation to the Board
24of Regents of the University of Wisconsin System under section 20.285 (1) (qe) of the
25statutes, as affected by the acts of 2015, the dollar amount for fiscal year 2016-17

1is increased by $250,000 to provide funding for the rural physician residency
2assistance program.
AB797,5 3Section 5. Effective dates. This act takes effect on the day after publication,
4except as follows:
AB797,3,65 (1) The treatment of section 25.774 (1) (by Section 2 ) of the statutes takes effect
6on July 1, 2017.
