2declaring April 2016 as Safe Digging Month.
AJR112,1,63 Whereas, each year, the underground utility infrastructure of Wisconsin,
4including pipelines and electric, gas, telecommunications, water, sewer, and cable
5television lines, is jeopardized by unintentional damage caused by those who fail to
6have underground lines located prior to digging; and
AJR112,1,87 Whereas, some utility lines are buried only a few inches underground, making
8the lines easy to strike, even during shallow digging projects; and
AJR112,1,119 Whereas, digging prior to locating underground utility lines often results in
10unintended consequences, such as service interruption, environmental damage,
11personal injury, and even death; and
AJR112,1,1312 Whereas, the month of April marks the beginning of the peak period during
13which excavation projects are carried out across Wisconsin; and

1Whereas, Wisconsin Statute 182.0175 establishes one-call system
2requirements for excavators — including homeowners and construction contractors
3— to call the one-call center at least three days prior to beginning any work; and
AJR112,2,64 Whereas, in 2005, the Federal Communications Commission designated 811 as
5the nationwide number for one-call services, a service in Wisconsin that is also
6known as Diggers Hotline; and
AJR112,2,87 Whereas, Wisconsinites can also access the 811 service by visiting
8clickbeforeyoudig.com; now, therefore, be it
AJR112,2,11 9Resolved by the assembly, the senate concurring, That the legislature
10hereby proclaims April 2016 as Safe Digging Month in Wisconsin and commends this
11observance to all residents; and, be it further
AJR112,2,13 12Resolved, That the members of the legislature call upon all residents to call
13or click before they dig as their action could save a life.
