Whereas, on July 7, 2015, Capitol Police Officer Chris Litzkow responded to a
3report of a man down on the 100 block of State Street; and

Whereas, Officer Litzkow heard that the subject was in possession of drug
5paraphernalia and likely the victim of a heroin overdose; and

Whereas, Officer Litzkow retrieved the medical bag from his squad car and
7administered Naloxone via intranasal syringe; and

Whereas, with the subject unconscious, not breathing, and blue in the face and
9lips, Officer Litzkow attempted to arouse the subject with verbal encouragement and
10sternum rubs; and

Whereas, Officer Litzkow turned the patient over to Madison Fire and Rescue
12personnel upon their arrival; and

Whereas, the patient became conscious and alert within a couple of minutes of
14the administration of the Naloxone; now, therefore, be it

1Resolved by the assembly, the senate concurring, That the Wisconsin
2legislature applauds the fast action of Officer Litzkow in saving a man near death;
3and, be it further

4Resolved, That the Wisconsin legislature commends the Capitol Police
5Department for its foresight in implementing the Naloxone program in response to
6the increasing problem of heroin use in our state, and directs the chief clerk to
7provide copies of this resolution to Officer Litzkow and the chief of the Capitol Police.
