AJR95,1,32 Whereas, Vicki Holten was born in Madison, Wisconsin, the daughter of Vivian
3and Roger Holten and the sister of Laura, Larry, Mark, and Brian; and
AJR95,1,64 Whereas, Vicki graduated from La Follette High School in Madison in June
51971 and began her service to the state on June 28, 1971, as staff to the federal
6manpower program in the Department of Administration; and
AJR95,1,107 Whereas, from 1972 to 1977, Vicki was employed in the central personnel office
8in the Department of Health and Social Services and held a number of important
9positions with Wisconsin's Manpower Council and the Governor's Manpower Office;
10and
AJR95,1,1311 Whereas, on September 5, 1977, Vicki brought her many talents to the
12Legislative Fiscal Bureau and began her career with the Bureau, which would
13extend into its 39th year; and
AJR95,1,1514 Whereas, as the Bureau's Administrative Assistant, Vicki was responsible for
15all matters related to personnel, payroll, budget, procurement, and accounting; and

1Whereas, Vicki ably assisted the Senate, Assembly, and legislative service
2agencies with the development and monitoring of their biennial budgets; and
AJR95,2,63 Whereas, Vicki coordinated the Joint Finance Committee's public hearings on
4the state's budget and served as a liaison between the Fiscal Bureau and the
5co-chairs and members of the Finance Committee on scheduling executive sessions
6and other matters before the Committee; and
AJR95,2,97 Whereas, in addition to her numerous responsibilities, Vicki was a trusted
8advisor to the Director of the Fiscal Bureau and was admired and respected by each
9of the Bureau's 163 staff members with whom she worked; and
AJR95,2,1410 Whereas, Vicki has generously served her McFarland community with her
11remarkable volunteer efforts, including founding the Shared Table, which serves a
12weekly meal open to all; spearheading efforts to restore and maintain the Larson
13House, a historic site in her community; and organizing and conducting numerous
14programs and activities at the McFarland Lutheran Church; and
AJR95,2,1615 Whereas, Wisconsin's First Lady, Tonette Walker, declared Vicki Holten a
16"Wisconsin Hero" in August 2014 because of her outstanding community service; and
AJR95,2,1817 Whereas, her charming personality, positive demeanor, integrity, and sense of
18service endeared her to all who came to know her; now, therefore, be it
AJR95,2,24 19Resolved by the assembly, the senate concurring, That the Wisconsin
20legislature congratulates and extends its gratitude to Vicki Holten for her
21remarkable service to the Legislative Fiscal Bureau, legislature, state government,
22the McFarland community, and the citizens of Wisconsin and wish her, her husband
23Steve Schoenberger, her son Robert, her daughter Cassandra, and her entire family
24many enjoyable years in her retirement.
