SB396,1,4 An Act to amend 36.11 (3) (d) (intro.); and to create 20.285 (1) (e), 20.292 (1) (es), 36.11 (3) (e) and 38.14 (15) of the statutes; relating to: waiver of University of Wisconsin System and technical college application fees and making an appropriation.

Analysis by the Legislative Reference Bureau

This bill requires University of Wisconsin System (UWS) institutions and technical colleges to waive application fees for state residents who are high school juniors or seniors and who apply during the second full week of October. The bill appropriates general purpose revenues to reimburse UWS institutions and technical colleges for the fees that are waived.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

SB396,1 Section 1. 20.285 (1) (e) of the statutes is created to read:

SB396,1,7 20.285 (1) (e) Application fee waivers. A sum sufficient to reimburse institutions for application fee waivers required under s. 36.11 (3) (e).

SB396,2 Section 2. 20.292 (1) (es) of the statutes is created to read:

SB396,2,3 20.292 (1) (es) Application fee waivers. A sum sufficient to reimburse district boards for application fee waivers required under s. 38.14 (15).

SB396,3 Section 3. 36.11 (3) (d) (intro.) of the statutes, as affected by 2015 Wisconsin Act 55, is amended to read:

SB396,2,8 36.11 (3) (d) (intro.) Each Except as provided in par. (e), each institution that has any of the following applicants shall charge a uniform application fee to that group of applicants:

SB396,4 Section 4. 36.11 (3) (e) of the statutes is created to read:

SB396,2,12 36.11 (3) (e) Each institution shall waive application fees for state residents who are high school juniors or seniors and who apply during the 2nd full week of October beginning on Monday and ending on Sunday.

SB396,5 Section 5. 38.14 (15) of the statutes is created to read:

SB396,2,16 38.14 (15) Application fee waiver. Each district board shall waive application fees for state residents who are high school juniors or seniors and who apply during the 2nd full week of October beginning on Monday and ending on Sunday.
