SJR92,1,43 Whereas, in 2015, the U.S. Department of Health and Human Services,
4reported that one in three children say they have been bullied; and
SJR92,1,65 Whereas, the dangers of bullying are numerous and have historically proven
6to damage children in their self-esteem and feelings of self-worth; and
SJR92,1,87 Whereas, children learn best in positive, healthy, and supportive learning
8environments, and bullying takes away this important learning opportunity; and
SJR92,1,109 Whereas, any child can be a victim of bullying, and, with the rise of technology,
10victims can be harassed online and through text messaging; and
SJR92,1,1211 Whereas, bullying victims are two to nine times more likely to consider suicide
12than nonvictims; preventing harassment can save lives and better schools; and
SJR92,1,1413 Whereas, 160,000 students stay home from school each day to avoid
14harassment; and

1Whereas, the national community, speaking through the Pacer National
2Bullying Prevention Center, has recognized that bullying shall no longer be
3considered an accepted childhood rite of passage; and
SJR92,2,54 Whereas, the legislature has an opportunity to respect the importance of safe
5schools for all students; now, therefore, be it
SJR92,2,8 6Resolved by the senate, the assembly concurring, That the legislature
7hereby proclaims October 2016 as National Bullying Prevention Month in
8Wisconsin.
