AB851,1,3 1An Act to create 20.285 (1) (c) and 36.64 (6) of the statutes; relating to: a pilot
2grant program to support college courses taught in high schools and making an
3appropriation.

This bill requires the Office of Educational Opportunity in the University of
Wisconsin System to award grants to school districts, independent charter schools,
and private schools participating in a parental choice program to support dual
enrollment programs taught in high schools. The bill defines “dual enrollment
programs” as programs or courses of study designed to provide high school students
with the opportunity to gain credits in both high school and a UW System school or
technical college. Under the bill, grants are awarded to assist high school teachers
in meeting the minimal qualifications necessary to teach dual enrollment courses.
No grants may be awarded after June 30, 2022.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB851,2 1Section 2. 20.285 (1) (c) of the statutes is created to read:
AB851,2,42 20.285 (1) (c) Dual enrollment credential grants. The amounts in the schedule
3for grants under s. 36.64 (6) (b). No moneys may be encumbered under this
4paragraph after June 30, 2022.
AB851,3 5Section 3. 36.64 (6) of the statutes is created to read:
AB851,2,66 36.64 (6) (a) In this subsection:
AB851,2,117 1. “Dual enrollment programs" means programs or courses of study designed
8to provide high school students with the opportunity to gain credits in both high
9school and an institution, college campus, or technical college, including transcripted
10credit programs or other educational services provided by contract between a school
11district and an institution, college campus, or technical college.
AB851,2,1212 2. “Membership” has the meaning given in s. 121.004 (5).
AB851,2,1313 3. “School year” has the meaning given in s. 115.001 (13).
AB851,3,214 (b) Beginning in the 2018-19 school year, in addition to the duties under subs.
15(2) and (4) and from the appropriation under s. 20.285 (1) (c), the office of educational
16opportunity shall award grants to school districts, charter schools authorized under
17s. 118.40 (2r), and private schools participating in a program under s. 118.60 or
18119.23 to support dual enrollment programs taught in high schools. These grants

1shall be awarded for the purpose of assisting high school teachers in meeting the
2minimal qualifications necessary to teach dual enrollment courses.
AB851,3,43 (c) In each school year, the office of educational opportunity shall award at least
4one grant under par. (b) to each of the following:
AB851,3,65 1. A school district the membership of which in the previous school year was
6fewer than 650 pupils.
AB851,3,87 2. A school district the membership of which in the previous school year was
8650 to 1,600 pupils.
AB851,3,109 3. A school district the membership of which in the previous school year was
10more than 1,600 pupils.
AB851,3,1111 4. A charter school established under s. 118.40 (2r).
AB851,3,1212 5. A private school participating in the program under s. 118.60 or 119.23.
AB851,3,1313 (d) No grant may be awarded under this subsection after June 30, 2022.
