3350.12 (3j) (bg) 4., 350.12 (3j) (e) 2., 350.12 (4) (b) 1., 350.12 (4) (bm) 1. and
4350.12 (4) (bm) 2. of the statutes; relating to: snowmobile trail use stickers and
5trail aids and supplemental trail aids for snowmobile trail maintenance.
Analysis by the Legislative Reference Bureau
This bill increases the maximum dollar amount per mile that the Department
of Natural Resources may pay to counties for actual expenses related to maintaining
snowmobile trails.
Under current law, state aid is available for the actual cost of maintaining a
qualifying snowmobile trail, but may not exceed $250 per mile per year. Under this
bill, the maximum aid available is increased to $300 per mile per year.
Under current law, a county that exceeds $250 per mile in maintenance
expenses and $150 per mile in grooming expenses in a fiscal year is eligible for
supplemental aid payments the following fiscal year. Under this bill, a county that
exceeds $300 per mile in maintenance expenses and $200 per mile in grooming
expenses in a fiscal year is eligible for supplemental aid payments the following fiscal
year.
Also under current law, most snowmobiles operated on a public snowmobile
corridor must display a trail use sticker issued by DNR. There are three categories
of snowmobiles for which DNR issues trail use stickers: snowmobiles exempt from

registration, snowmobiles owned by members of a snowmobile club, and
snowmobiles owned by those who are not members of a snowmobile club. DNR is
required to charge a specific fee for a trail use sticker issued for snowmobiles in each
category. The current categories and fees apply only to trail use stickers issued from
fiscal years 2015-16 to 2018-19. This bill eliminates the fiscal year limitations on
these categories and fees.

5by the department and persons appointed by the department and expires on June 30
6of each year.

2sticker or a temporary trail use receipt shall collect in addition to the fee under par.
3(b) or (bg) 2., 3., or 4. an issuing fee of 75 cents. The agent may retain 50 cents of the
4issuing fee to compensate the agent for the agent's services in issuing the temporary
5trail use receipt.

SB188,3,197 350.12 (4) (b) 1. State aids and funds for maintenance costs shall be 100 percent
8of the actual cost of maintaining the trail per year up to a $250 $300 per mile per year
9maximum, except as provided in pars. (bg) to (br). Qualifying trails are trails
10approved by the board as snowmobile trails. State aid for development may equal
11100 percent of development expenses. Aids for major reconstruction or rehabilitation
12projects to improve bridges may equal 100 percent of eligible costs. Aids for trail
13rehabilitation projects may equal 100 percent of eligible costs. Development shall
14begin the same year the land is acquired. Moneys available for development shall
15be distributed on a 100 percent grant basis, 75 percent at the time of approval but
16no later than January 1 and 25 percent upon completion of the project. A county
17application may include a request for development, rehabilitation or maintenance
18of trails, or any combination thereof. Trail routes, sizes and specifications shall be
19prescribed only by the board.

2appropriation account under s. 20.370 (5) (cw). From the appropriation account
3under s. 20.370 (5) (cw), the department shall make payments to the department or
4a county for the purposes specified in par. (b). The department shall make payments
5under par. (bm) for trail maintenance costs that were incurred in the previous fiscal
6year and that exceed the maximum specified under par. (b) 1. before making
7payments for any of the other purposes specified in par. (b).
