SB434,1,3 1An Act to repeal 16.75 (12); to renumber and amend 16.953; and to create
216.953 (1) of the statutes; relating to: state agency goals for the generation or
3purchase of electric energy derived from renewable resources.
Analysis by the Legislative Reference Bureau
This bill eliminates the requirement that the Department of Administration
establish goals for certain state agencies to generate or purchase electric energy
derived from renewable resources. The bill specifies that the elimination of that
requirement does not require the modification or termination of any current contract
into which a state agency entered in order to meet those goals.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB434,1 4Section 1. 16.75 (12) of the statutes is repealed.
SB434,2 5Section 2. 16.953 of the statutes is renumbered 16.953 (2) and amended to
6read:

116.953 (2) No later than July 1 of each even-numbered year, each agency, as
2defined in s. 16.75 (12) (a) 1.,
shall submit a plan to the department, the joint
3committee on finance, and the standing committee of each house of the legislature
4having jurisdiction over energy, for reduction of the cost of energy used by the agency.
5The plan shall include all system and equipment upgrades or installations that are
6estimated to result in energy cost savings equal to the cost of the upgrade or
7installation over the anticipated life of the system or equipment. The plan shall also
8identify potential means of financing the upgrades and installations other than
9reliance on appropriations of general purpose revenues. The department of
10administration shall consider in its plan the means of financing allowed under s.
1116.858.
SB434,3 12Section 3. 16.953 (1) of the statutes is created to read:
SB434,2,1613 16.953 (1) In this section, “agency" means the department of administration,
14the department of corrections, the department of health services, the department of
15public instruction, the department of veterans affairs, and the Board of Regents of
16the University of Wisconsin System.
SB434,4 17Section 4. Nonstatutory provisions.
SB434,2,2218 (1) Transitional provision. The repeal of section 16.75 (12) of the statutes does
19not require modification or termination of a contract in effect on the effective date
20of this subsection into which a state agency, as defined in section 16.75 (12) (a) 1.,
212015 stats., entered for the purpose of meeting the goals under s. 16.75 (12) (b), 2015
22stats.
