AB599,1,4 1An Act to repeal 20.285 (1) (g) and 36.46; and to create 20.285 (1) (g) and 36.46
2of the statutes; relating to: marketing of employment and training
3opportunities to former University of Wisconsin System students and making
4an appropriation.

This bill requires the Board of Regents of the University of Wisconsin System
to 1) prepare a packet of information describing the employment and training
opportunities that are available to former students of the universities and two-year
college campuses within the UW System who have not graduated from a university
or college campus within the UW System and 2) send a copy of the packet to each
individual who was enrolled in a university or college campus within the UW System
in the preceding semester, but who is not enrolled in, and who has not graduated
from, any university or college campus within the UW System and to each individual
who has withdrawn from a university or college campus within the UW System
during a semester or session.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 20.285 (1) (g) of the statutes is created to read:
AB599,2,32 20.285 (1) (g) Marketing of opportunities to former system students. All moneys
3received from fees collected under s. 36.46 for the delivery of services under s. 36.46.

5(this act), is repealed.
AB599,3 6Section 3 . 36.46 of the statutes is created to read:
AB599,2,20 736.46 Marketing of opportunities to former system students. (1) The
8board shall prepare a packet of information describing the employment and training
9opportunities that are available to former students of the institutions and college
10campuses within the system who have not graduated from an institution or college
11campus within the system and advising those former students how to obtain
12additional information about those opportunities. The packet may describe those
13opportunities on a regional or local basis, if the board has information about those
14opportunities that is specific to the regional or local areas of this state. The packet
15shall include information from organizations that operate registered apprenticeship
16programs approved by the department of workforce development, and about
17opportunities that have been prepared by a technical college, by an educational
18institution offering a nursing program, or by a local workforce development board
19established under 29 USC 3122. The board shall update the information contained
20in the packet before the beginning of each semester or session of the system.
AB599,3,3 21(2) The board shall send a copy of the packet of information prepared under
22sub. (1) within 60 days after the beginning of each semester or session of the system
23to each individual who was enrolled at the institution or college campus in the
24preceding semester or session, but who is not enrolled in, and who has not graduated
25from, any institution or college campus in the system. Within 60 days after an

1individual withdraws from an institution or college campus during a semester or
2session, the board shall send a copy of the packet of information prepared under sub.
3(1) to that individual.
AB599,3,9 4(3) The board shall pay for the costs of preparing, printing, and postage of the
5packet of information prepared under sub. (1) from the appropriation accounts under
6s. 20.285 (1) (a) and (g). If the board includes in the packet of information prepared
7under sub. (1) materials that have been prepared by a private organization, the board
8may charge the private organization for the cost of preparing, printing, and the
9proportionate cost of posting, those materials.
AB599,4 10Section 4 . 36.46 of the statutes, as created by 2019 Wisconsin Act .... (this act),
11is repealed.
AB599,5 12Section 5 . Initial applicability.
AB599,3,1513 (1) Marketing of opportunities to former system students. This act first
14applies beginning with the first semester or session following the effective date of
15this subsection.
AB599,6 16Section 6 . Effective dates. This act takes effect on the day after publication,
17except as follows:
AB599,3,1918 (1) The repeal of ss. 20.285 (1) (g) and 36.46 takes effect on the first day of the
194th year beginning after publication.
