1An Act to create 250.15 (2) (d) of the statutes;
relating to: community health
2center grants and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill increases the funding for grants to community health centers by
$2,000,000 in each fiscal year. Under current law, DHS is required to award grants
to every community health center that receives federal grants in an amount for each
community health center that is calculated by multiplying the total amount of state
funds available for grants by the fraction of total federal grant moneys paid to
Wisconsin's community health centers that the community health center receives in
federal grant moneys. The additional funding provided in this bill is to be divided
among community health centers in the same manner as current law. The bill also
incorporates into statutory language the allocation made in the biennial budget act,
2019 Wisconsin Act 9, that requires DHS to give $500,000 in grants annually to free
and charitable clinics.

5amount for fiscal year 2019-20 is increased by $2,000,000 to increase funding for

720.005 (3) for the appropriation to the department of health services under s. 20.435
8(1) (fh), the dollar amount for fiscal year 2020-21 is increased by $2,000,000 to
9increase funding for community health center grants under s. 250.15 (2) (b).
