3should neither face persecution nor fear for their lives because of their religious
4beliefs; and

6Nigeria are increasingly attacking Christians, torching more than 1,000 churches
7and killing more than 6,000 individuals; and
AJR146,1,98 Whereas, among the 25 most populous countries in the world, Nigeria ranks
9highest in religion-related social hostilities; and
AJR146,1,1110 Whereas, Nigeria is home to two of the top sources of terror in the world —
11Fulani militants and Boko Haram; and
AJR146,1,1312 Whereas, terrorism has caused more civilian deaths in Nigeria than in
13war-torn Syria or Pakistan; and

1Whereas, terrorism and ethno-religious violence within Nigeria have
2decimated entire villages and have produced nearly 1.8 million internally displaced
3persons; and
AJR146,2,54 Whereas, President Buhari and the Nigerian government are not acting with
5due haste or diligence to prevent the attacks against Christians; and
AJR146,2,76 Whereas, the Nigerian government is not appearing to be able to protect its
7citizens; now, therefore, be it
AJR146,2,12 8Resolved by the assembly, the senate concurring, That the Wisconsin
9Legislature implores President Trump and his administration to formally
10acknowledge the killing of Christians in Nigeria and designate a special envoy to
11help counter the increasing violence in Nigeria, which jeopardizes the stability of
12Nigeria, Europe, and the United States.
