SB819,1,4 1An Act relating to: ratification of the agreement negotiated between the state
2of Wisconsin and the Wisconsin Law Enforcement Association, for the 2017-19
3biennium, covering employees in the public safety collective bargaining unit,
4and authorizing an expenditure of funds.

This proposal is introduced under section 111.92 (1) of the statutes. The
proposal ratifies the collective bargaining contract for state employees in the public
safety collective bargaining unit negotiated for the 2017-19 biennium under the
State Employment Labor Relations Act. Currently, statutory program supplement
appropriations fund the costs of collective bargaining agreements to the extent that
they exceed budgeted costs. The proposal authorizes expenditure of moneys from
those appropriations to fund the cost of this agreement.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SB819,1 5Section 1. Agreement ratified. The legislature ratifies the tentative
6agreement negotiated for the 2017-19 biennium between the state of Wisconsin, the

1division of personnel management in the department of administration, and the
2Wisconsin Law Enforcement Association, covering employees in the public safety
3collective bargaining unit under subchapter V of chapter 111 of the statutes, as
4approved by the employees of the public safety collective bargaining unit and
5approved and recommended by the joint committee on employment relations, and
6authorizes the necessary expenditure of moneys for implementation from the
7appropriations made by section 20.865 (1) of the statutes, subject to section 20.865
8(intro.) of the statutes. The administrator of the division of personnel management
9in the department of administration shall file an official copy of the agreement,
10certified by the cochairpersons of the joint committee on employment relations, with
11the secretary of state. No formal or informal agreement between the parties that is
12not a part of the official copy is deemed to be approved by the legislature under this
13act.
SB819,2 14Section 2 . Effective date.
SB819,2,1815 (1) This act takes effect on the day after publication, except that those
16provisions specifically identified as having other effective dates in the agreement
17covering employees in the public safety collective bargaining unit are effective on the
18dates provided in that agreement.
