AB1084,1,3 1An Act relating to: grants for crisis intervention teams; funding for special
2education, the University of Wisconsin System, and the technical college
3system; and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill provides $1,000,000 for the Department of Health Services to award
grants to counties, cities, towns, villages, and American Indian tribes or bands in this
state in the 2021-23 fiscal biennium for the staffing of law enforcement agencies
with mental health crisis intervention teams. Under current law, DHS must award
grants totaling $1,000,000 in each fiscal biennium for mental health crisis
intervention team training for law enforcement agencies and correctional officers.
Further, the bill provides additional funding to the Department of Public Instruction
for aids for special education and to the University of Wisconsin System and the
technical college system for purposes of maintaining compliance with maintenance
of effort requirements of the federal Consolidated Appropriations Act, 2021 and the
federal American Rescue Plan Act of 2021.

enact as follows:

1Section 1 . Nonstatutory provisions.
AB1084,2,62 (1) From the appropriation under s. 20.435 (5) (cd), in the 2021-23 fiscal
3biennium the department of health services shall award grants, as determined by
4the department of health services, in the total amount of $1,000,000 to counties,
5cities, towns, villages, and American Indian tribes or bands in this state for the
6staffing of law enforcement agencies with mental health crisis intervention teams.

AB1084,2,118 (1) Crisis intervention team grants. In the schedule under s. 20.005 (3) for the
9appropriation to the department of health services under s. 20.435 (5) (cd), the dollar
10amount for fiscal year 2022-23 is increased by $1,000,000 to award the grants under
11Section 1 (1) of this act.
AB1084,2,1712 (2) Special education aid; crisis intervention team grants. In the schedule
13under s. 20.005 (3) for the appropriation to the department of public instruction
14under s. 20.255 (2) (b), the dollar amount for fiscal year 2021-22 is increased by
15$315,000 for the purpose for which the appropriation is made and the dollar amount
16for fiscal year 2022-23 is increased by $315,000 for the purpose for which the
17appropriation is made.

19In the schedule under s. 20.005 (3) for the appropriation to the Board of Regents of
20the University of Wisconsin System under s. 20.285 (1) (a), the dollar amount for
21fiscal year 2021-22 is increased by $68,000 for the purpose for which the
22appropriation is made and the dollar amount for fiscal year 2022-23 is increased by
23$68,000 for the purpose for which the appropriation is made.

25schedule under s. 20.005 (3) for the appropriation to the technical college system

1board under s. 20.292 (1) (d), the dollar amount for fiscal year 2021-22 is increased
2by $12,000 for the purpose for which the appropriation is made and the dollar
3amount for fiscal year 2022-23 is increased by $12,000 for the purpose for which the
4appropriation is made.
