AB1115,1,2 1An Act to amend 46.40 (2), 48.526 (7) (a) and 48.563 (2) of the statutes; relating
2to:
certain reimbursements to counties and making an appropriation.

Community aids funding
Under current law, the Department of Health Services is required to distribute
to county departments and county aging units funds for community social services,
mental health services, services for individuals with developmental disabilities, and
alcohol and other drug abuse services. This bill increases the maximum amount
under current law that DHS must distribute to counties in each fiscal year by
$47,900,000.
Parole, extended supervision, and probation revocation
This bill provides an additional $1,600,000 to the Department of Corrections in
each year of the 2021-23 fiscal biennium to be used to reimburse counties for costs
relating to maintaining persons in custody pending the disposition of their parole,
extended supervision, or probation revocation proceedings.
Community youth and family aids and children and family aids
Under current law relating to community youth and family aids, generally
referred to as “youth aids," the Department of Children and Families is required to
allocate to counties various state and federal moneys to pay for state-provided
juvenile correctional services and local delinquency-related and juvenile justice
services. This bill increases the maximum amount under current law that DCF must
distribute to counties in fiscal year 2022-23 by $20,800,000, and requires DCF to

allocate half of that amount for the last six months of 2022 and half for the first six
months of 2023.
Under current law, DCF is required to allocate to counties various state and
federal moneys to pay for children and family services. The bill increases the
maximum amount under current law that DCF must distribute to counties by
$23,400,000 in fiscal year 2022-23.
Circuit court costs
Under current law, the director of state courts makes payments to counties to
assist with circuit court costs. These costs are defined by the director of state courts
at the direction of the Wisconsin Supreme Court. This bill increases the
appropriation to the director of state courts by $6,300,000 in fiscal year 2022-23 to
allow for additional support to counties to assist with circuit court costs.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB1115,1 1Section 1. 46.40 (2) of the statutes is amended to read:
AB1115,2,42 46.40 (2) Basic county allocation. Subject to sub. (9), for social services under
3s. 46.495 (1) (d) and services under s. 51.423 (2), the department shall distribute not
4more than $176,068,400 $223,968,400 in each fiscal year.
AB1115,2 5Section 2. 48.526 (7) (a) of the statutes, as affected by 2021 Wisconsin Act 58,
6is amended to read:
AB1115,2,97 48.526 (7) (a) For community youth and family aids under this section,
8amounts not to exceed $47,740,750 for the last 6 months of 2021, $95,481,500
9$105,881,500 for 2022, and $47,740,750 $58,140,750 for the first 6 months of 2023.

11amended to read:

142021-22 and $101,162,800 $124,562,800 in fiscal year 2022-23.

AB1115,3,52 (1) Community aids funding. In the schedule under s. 20.005 (3) for the
3appropriation to the department of health services under s. 20.435 (7) (b), the dollar
4amount for fiscal year 2022-23 is increased by $47,900,000 to increase the basic
5county allocation under s. 46.40 (2).
AB1115,3,126 (2) Reimbursing counties for probation, extended supervision, and parole
7holds.
In the schedule under s. 20.005 (3) for the appropriation to the department
8of corrections under s. 20.410 (1) (bn), the dollar amount for fiscal year 2021-22 is
9increased by $1,600,000 for the purpose for which the appropriation is made. In the
10schedule under s. 20.005 (3) for the appropriation to the department of corrections
11under s. 20.410 (1) (bn), the dollar amount for fiscal year 2022-23 is increased by
12$1,600,000 for the purpose for which the appropriation is made.
AB1115,3,1613 (3) Children and family aids. In the schedule under s. 20.005 (3) for the
14appropriation to the department of children and families under s. 20.437 (1) (b), the
15dollar amount for fiscal year 2022-23 is increased by $23,400,000 to increase county
16allocations for children and family services under s. 48.563 (2).
AB1115,3,2017 (4) Community youth and family aids. In the schedule under s. 20.005 (3) for
18the appropriation to the department of children and families under s. 20.437 (1) (cj),
19the dollar amount for fiscal year 2022-23 is increased by $20,800,000 to increase
20county allocations for community youth and family aids under s. 48.526 (7) (a).
AB1115,3,2421 (5) Circuit court costs. In the schedule under s. 20.005 (3) for the
22appropriation to the director of state courts under s. 20.625 (1) (cg), the dollar amount
23for fiscal year 2022-23 is increased by $6,300,000 to allow for an increase in
24payments to counties for circuit court costs under s. 758.19 (5).
