AB171,1,2 1An Act to amend 563.92 (1m) (c) 1.; and to create 563.03 (5r) (c), 563.03 (10q),
2563.03 (10r) and 563.935 (9m) of the statutes; relating to: paddlewheel raffles.
Analysis by the Legislative Reference Bureau
Under current law, an organization with a Class B raffle license may conduct
a multiple-container raffle or a plastic and rubber duck race as long as the winner
in the raffle or race is determined by a drawing with all tickets having an equal
opportunity to win. This bill allows an organization with a Class B raffle license to
conduct a paddlewheel raffle. Under the bill, a paddlewheel raffle is a raffle in which
a manually operated, mechanical, vertical wheel that is marked off into sections
containing numbers or descriptions of items, after being spun, indicates with a
pointer or marker a winning number or prize item on the wheel.
Under the bill, the organization conducting the raffle must comply with certain
requirements, including that the organization must determine the winning number
or prize by the position of the pointer when the vertical wheel stops spinning. If the
pointer stops on top of a peg, the number or prize item preceding the peg is the
winning number or item.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 563.03 (5r) (c) of the statutes is created to read:
AB171,2,22 563.03 (5r) (c) Selection of a winning ticket or prize by spin of a paddlewheel.
AB171,2 3Section 2. 563.03 (10q) of the statutes is created to read:
AB171,2,64 563.03 (10q) “Paddlewheel" means a manually operated, mechanical, vertical
5wheel marked off into sections containing numbers, prize descriptions, or the
6designation “lose a turn."
AB171,3 7Section 3. 563.03 (10r) of the statutes is created to read:
AB171,2,108 563.03 (10r) “Paddlewheel raffle" means a raffle in which a paddlewheel is
9spun, and, after being spun, the paddlewheel uses a pointer or marker to indicate any
10of the following:
AB171,2,1211 (a) A winning number on the paddlewheel that matches a ticket purchased by
12a player.
AB171,2,1413 (b) A prize to be awarded to the ticket purchaser whose turn it is, as determined
14by the organization conducting the raffle.
AB171,2,1615 (c) The ticket purchaser whose turn it is does not win a prize on the spin because
16the paddlewheel landed on a designated “lose a turn" section.
AB171,4 17Section 4. 563.92 (1m) (c) 1. of the statutes is amended to read:

19plastic or rubber duck races if the raffles or races are authorized under s. 563.908.
AB171,5 20Section 5. 563.935 (9m) of the statutes is created to read:
AB171,2,2421 563.935 (9m) An organization that conducts a paddlewheel raffle shall
22determine the winning number or prize by the position of the pointer or marker when
23the paddlewheel stops spinning. If the pointer stops on top of a peg, the number or
24prize item preceding the peg is the winning number or item.
