AB449,1,2 1An Act to create 175.65 of the statutes; relating to: information cards to be
2distributed by law enforcement officers.

This bill requires each Wisconsin law enforcement agency that has a website
to provide a link on its website home page to a clear description of the process by
which an individual may file a formal complaint regarding his or her interaction with
a law enforcement officer. The bill also requires each Wisconsin law enforcement
agency to provide to each of its law enforcement officers an information card that
contains the officer's name, the officer's badge number, the telephone number of the
officer's direct supervisor, and either a link to the law enforcement agency's formal
complaint web page or, if the law enforcement agency doesn't have a website, a clear
description of the process by which an individual may file a formal complaint
regarding his or her interaction with the law enforcement officer. The bill also
requires each Wisconsin law enforcement officer to provide such an information card
upon request to any individual with whom he or she comes into contact in his or her
official capacity.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 175.65 of the statutes is created to read:
AB449,2,2 2175.65 Law enforcement officer information cards. (1) In this section:
AB449,2,33 (a) “Law enforcement officer” has the meaning given in s. 165.85 (2) (c).
AB449,2,54 (b) “Wisconsin law enforcement agency” has the meaning given in s. 165.77 (1)
5(c) and includes the department of justice and a tribal law enforcement agency.
AB449,2,9 6(2) Each Wisconsin law enforcement agency that has an Internet site shall, on
7the home page of its Internet site, provide a link to a page that contains a clear
8description of the process by which an individual may file a formal complaint
9regarding his or her interaction with a law enforcement officer.
AB449,2,16 10(3) Each Wisconsin law enforcement agency shall provide each of its law
11enforcement officers with information cards that contain the officer's name, the
12officer's badge number, the telephone number of the officer's direct supervisor, and
13either a link to the law enforcement agency's formal complaint page on its Internet
14site or, if the law enforcement agency does not have an Internet site, a clear
15description of the process by which an individual may file a formal complaint
16regarding his or her interaction with the law enforcement officer
AB449,2,19 17(4) Each Wisconsin law enforcement officer shall, upon request, provide to any
18individual with whom he or she makes contact in his or her official capacity an
19information card described under sub. (3).
