AB882,1,2 1An Act to amend 20.115 (3) (h), 93.06 (1qm) and 93.425 (3) of the statutes;
2relating to: grants for dairy exports promotion and making an appropriation.
Analysis by the Legislative Reference Bureau
Under current law, the Department of Agriculture, Trade and Consumer
Protection is authorized to use certain funds to make loans for the development of
rural businesses or rural economic development. This bill allows DATCP to also use
those funds to provide grants for the purpose of promoting dairy exports and clarifies
that these grant funds make up a part of the $5 million appropriated for the
Agricultural Exports Program created under 2021 Wisconsin Act 92.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB882,1 3Section 1. 20.115 (3) (h) of the statutes is amended to read:
AB882,2,24 20.115 (3) (h) Loans and grants for rural development and dairy exports
5promotion
. All moneys received as origination fees, repayment of principal, and
6payment of interest on loans under s. 93.06 (1qm), to be used for loans for the

1development of rural business enterprises or rural economic development and grants
2for the purpose of promoting dairy exports
under s. 93.06 (1qm).
AB882,2 3Section 2. 93.06 (1qm) of the statutes is amended to read:
AB882,2,84 93.06 (1qm) Loans and grants for rural development and dairy exports
5promotion
. Make loans, and charge interest and origination fees and take security
6for those loans, as required to receive federal funding for the development of rural
7business enterprises or for rural economic development and provide grants for the
8purpose of promoting dairy exports

AB882,3 9Section 3 . 93.425 (3) of the statutes, as created by 2021 Wisconsin Act 92, is
10amended to read:
AB882,2,1711 93.425 (3) Of the moneys appropriated under s. 20.115 (3) (b) and the moneys
12appropriated under s. 20.115 (3) (h) for grants to promote dairy exports
, the center
13for international agribusiness marketing shall ensure that $2,500,000 is expended
14for the objective specified in sub. (2) (a), $1,250,000 is expended for the objective
15specified in sub. (2) (b), and $1,250,000 is expended for the objective specified in sub.
16(2) (c). The center may not expend more than $1,000,000 under the program in any
17fiscal year.
