AJR132,1,32 Whereas, Colin Powell was born in 1937 in New York City to Luther and Maud
3Powell, both immigrants from Jamaica raising him with a strong work ethic; and
AJR132,1,64 Whereas, in 1958, after graduating from the City College of New York, Colin
5Powell enlisted in the US Army, where he would serve as a professional soldier for
635 years, eventually attaining the rank of general; and
AJR132,1,97 Whereas, Colin Powell was appointed in 1987 by President Ronald Reagan to
8serve as National Security Advisor, becoming the first Black man to hold that
9position; and
AJR132,1,1210 Whereas, in 1989, Colin Powell became the first Black American to be
11appointed Chairman of the Joint Chiefs of Staff by President George H. W. Bush, a
12position he would continue to hold under President Bill Clinton until 1993; and
AJR132,2,213 Whereas, in 2001, after many years of distinguished public service, Colin
14Powell was named and unanimously confirmed as United States Secretary of State
15under President George W. Bush, becoming the first Black person named to that

1position and the highest-ranking Black American in the government until the
2election of President Barack Obama seven years later; and
AJR132,2,73 Whereas, in retirement, Secretary Powell continued to champion helping the
4next generation by leading work in youth development with the America's Promise
5Alliance, which ensures “every young person deserves to succeed and every adult is
6responsible for making that happen,” in addition to speaking to and training new
7leaders all over the world; and
AJR132,2,108 Whereas, on October 18, 2021, Colin Powell died at Walter Reed National
9Military Medical Center at age 84 due to complications from COVID-19; now,
10therefore, be it
AJR132,2,13 11Resolved by the assembly, the senate concurring, That the members of the
12Wisconsin State Legislature join in honoring the life and public service of Colin
13Powell and the impact he has made on countless lives.
