AJR132,1,1 Relating to: honoring the life and accomplishments of Colin Luther Powell.

AJR132,1,3 Whereas, Colin Powell was born in 1937 in New York City to Luther and Maud Powell, both immigrants from Jamaica raising him with a strong work ethic; and

AJR132,1,6 Whereas, in 1958, after graduating from the City College of New York, Colin Powell enlisted in the US Army, where he would serve as a professional soldier for 35 years, eventually attaining the rank of general; and

AJR132,1,9 Whereas, Colin Powell was appointed in 1987 by President Ronald Reagan to serve as National Security Advisor, becoming the first Black man to hold that position; and

AJR132,1,12 Whereas, in 1989, Colin Powell became the first Black American to be appointed Chairman of the Joint Chiefs of Staff by President George H. W. Bush, a position he would continue to hold under President Bill Clinton until 1993; and

AJR132,2,2 Whereas, in 2001, after many years of distinguished public service, Colin Powell was named and unanimously confirmed as United States Secretary of State under President George W. Bush, becoming the first Black person named to that position and the highest-ranking Black American in the government until the election of President Barack Obama seven years later; and

AJR132,2,7 Whereas, in retirement, Secretary Powell continued to champion helping the next generation by leading work in youth development with the America's Promise Alliance, which ensures “every young person deserves to succeed and every adult is responsible for making that happen,” in addition to speaking to and training new leaders all over the world; and

AJR132,2,10 Whereas, on October 18, 2021, Colin Powell died at Walter Reed National Military Medical Center at age 84 due to complications from COVID-19; now, therefore, be it

AJR132,2,13 Resolved by the assembly, the senate concurring, That the members of the Wisconsin State Legislature join in honoring the life and public service of Colin Powell and the impact he has made on countless lives.
