SJR45,1,43 Whereas, 23 million Asian Americans and Pacific Islanders account for 7
4percent of the population in the United States; and
SJR45,1,65 Whereas, anti-Asian racism and hate are not new and have a long history in
6the United States; and
SJR45,1,87 Whereas, Asian Americans have been the target of xenophobic policies, labor
8exploitation, and hate crimes since the founding of the United States; and
SJR45,1,119 Whereas, political leaders, our previous presidential administration, and a
10system of white supremacy have intensified anti-Asian hate and violence over the
11last year; and
SJR45,1,1312 Whereas, the use of anti-Asian rhetoric has resulted in Asian Americans being
13harassed, assaulted, and scapegoated for the COVID–19 pandemic; and
SJR45,1,1514 Whereas, violence and hate crimes against Asian Americans have increased by
15150 percent in major U.S. cities; and

1Whereas, in the last year, Asian American and Pacific Islander women made
2up 68 percent of the 3,800 incidents against Asian Americans and Pacific Islanders;
3and
SJR45,2,54 Whereas, since the start of year 2021, there has been a surge in anti-Asian
5attacks targeting elderly Asian Americans; and
SJR45,2,86 Whereas, the World Health Organization (WHO) and the Centers for Disease
7Control and Prevention (CDC) recognize that naming COVID–19 by its geographic
8location or linking it to a specific ethnicity perpetuates stigma; and
SJR45,2,109 Whereas, no one should live in fear in our communities across Wisconsin and
10the United States; now, therefore, be it
SJR45,2,13 11Resolved by the senate, the assembly concurring, That the Wisconsin
12Legislature condemns violence of all forms against the APIDA community; and, be
13it further
SJR45,2,16 14Resolved, That the Wisconsin Legislature condemns all acts of racism,
15xenophobia, discrimination, anti-Asian sentiment, scapegoating, and ethnic or
16religious intolerance; and, be it further
SJR45,2,19 17Resolved, That the Wisconsin Legislature calls on leaders at all levels to
18recommit the United States to serving as a world leader in building more inclusive,
19diverse, and tolerant communities.
