2Wisconsin.
SJR53,1,53 Whereas, the World Health Organization has declared July 25 World Drowning
4Prevention Day to highlight the tragic and profound impact of drowning on families
5and communities and offer life-saving solutions to prevent it; and
SJR53,1,76 Whereas, drowning is a leading cause of injury for American children aged one
7to four; and
SJR53,1,98 Whereas, eight Wisconsin children succumbed to drowning and 81 suffered
9drowning-related injuries in 2018; and
SJR53,1,1110 Whereas, we recognize and honor those who have lost their lives to drowning,
11such as Jensine Lowe and Jereba Lowe; and
SJR53,1,1312 Whereas, such accidents not only occur at swimming pools, lakes, rivers, and
13beaches, but also in shallow water, like wading pools and bathtubs; and
SJR53,1,1514 Whereas, increased awareness of water safety may reduce the risk of death and
15long-term cognitive disabilities caused by drowning; and

1Whereas, children are less likely to drown if they are given opportunities to
2learn how to swim and if they are supervised by adults when near water of any kind;
3and
SJR53,2,74 Whereas, adults may enhance water safety by ensuring that an on-duty
5lifeguard is present, checking the depth of water before jumping or diving, receiving
6training in cardiopulmonary resuscitation (CPR), and learning steps to take in an
7emergency; and
SJR53,2,118 Whereas, the American Red Cross urges swimmers of all ages to know their
9limitations, never swim alone, always swim sober, avoid swimming after dark, and
10identify risks like currents, water hazards, water temperature, and shallow water;
11and
SJR53,2,1412 Whereas, pool owners can protect children by keeping rescue equipment
13nearby, covering or fencing in pools, and taking other measures to ensure pools are
14inaccessible to children when not in use; and
SJR53,2,1615 Whereas, boaters may reduce risks for themselves and their passengers by
16staying sober and storing life vests for everyone on board; and
SJR53,2,1917 Whereas, Wisconsin waters—whether pools, lakes, rivers, or beaches on the
18Great Lakes—provide fun and physically beneficial ways to enjoy the outdoors, if
19proper water safety measures are taken; now, therefore, be it
SJR53,2,21 20Resolved by the senate, the assembly concurring, That the Wisconsin
21Legislature recognizes July 2021 as Drowning Prevention Month.
