2Wisconsin.
SJR75,1,43 Whereas, in the United States, November is recognized as National Runaway
4Prevention Month; and
SJR75,1,85 Whereas, one in seven young people between ages 10 and 18 will run away from
6home, leading to millions who run away each year because of severe family
7dysfunction, physical or sexual abuse, or parents who are unable or unwilling to
8fulfill parental responsibilities; and
SJR75,1,109 Whereas, if all of America's 1.6 to 2.8 million runaways lived in one city, it would
10be the fifth largest city in the United States; and
SJR75,1,1311 Whereas, runaway youth are often homeless and unaccompanied, lack a fixed,
12regular, and adequate nighttime residence, and are not in the physical custody of a
13parent or guardian; and

1Whereas, a 2020 study conducted by the U.S. Department of Housing and
2Urban Development found that the number of unaccompanied homeless youth and
3children is estimated to be 34,210; and
SJR75,2,64 Whereas, according to the Department of Public Instruction's data on homeless
5children and youth in Wisconsin, 1,896 enrolled students are homeless and
6unaccompanied, and 17,179 are homeless; and
SJR75,2,107 Whereas, statistically, runaway and unaccompanied homeless youth are at
8higher risk for experiencing sexual or physical abuse, being targeted for sex and
9labor trafficking, and abusing alcohol and drugs, which means there is a positive
10social return on investing in ending youth homelessness; and
SJR75,2,1211 Whereas, the runaway and homeless youth crisis is a problem that is solvable
12with awareness, education, and evidence-based services and programming; and
SJR75,2,1613 Whereas, by acknowledging that there is a housing and runaway and homeless
14youth crisis that is sweeping our state and our country, we can bring visibility to the
15youth facing these dangerous circumstances every day and work to provide
16meaningful resources and services to youth who need them; and
SJR75,2,2017 Whereas, recognizing Runaway Prevention Month is a key first step in raising
18awareness about the runaway and homeless youth crisis in Wisconsin, educating the
19public about its role in ending youth homelessness, and supporting young people who
20have run away or are at risk of running away; now, therefore, be it
SJR75,2,23 21Resolved by the senate, the assembly concurring, That the members of the
22Wisconsin Legislature do hereby proclaim November 2021 as Runaway Prevention
23Month in the state of Wisconsin; and, be it further

1Resolved, That the legislature calls upon Wisconsin's citizens to learn more
2about housing insecurity and how they can play an important role in addressing the
3homeless and unaccompanied youth crisis.
