AJR23,1,42 Whereas, Ellen Nowak was first appointed to the Public Service Commission
3of Wisconsin in July 2011 and reconfirmed for a full six-year term beginning on
4March 1, 2013; and
AJR23,1,65 Whereas, Ellen Nowak was named Chairperson of the Public Service
6Commission in March of 2015; and
AJR23,1,97 Whereas, Ellen Nowak was appointed Secretary of the Department of
8Administration in March of 2018, the second woman to ever hold the top appointed
9position in Wisconsin state government; and
AJR23,1,1110 Whereas, Ellen Nowak was reappointed to the Public Service Commission in
11January 2019; and
AJR23,1,1512 Whereas, Ellen Nowak has been a nationally recognized leader during her
13nearly 11 years of service on the Public Service Commission, serving in leadership
14roles for the National Association of Regulatory Utility Commissioners (NARUC),
15including being elected as NARUC president; and

1Whereas, Ellen Nowak's expertise on energy and utility regulation has been
2sought out by members of Congress and international organizations; and
AJR23,2,43 Whereas, Ellen Nowak has served as a mentor for young female regulators in
4Europe and Eurasia; and
AJR23,2,65 Whereas, Ellen Nowak has helped ensure reliable and affordable energy for all
6of Wisconsin's citizens and businesses; and
AJR23,2,97 Whereas, Ellen Nowak had a long career as a public servant prior to her time
8with the Public Service Commission, including service as chief of staff to the
9Waukesha County Executive and chief of staff to the Assembly Speaker; and
AJR23,2,1110 Whereas, Ellen Nowak has been an active volunteer for several charities,
11including her church, a local hospice facility, and the World Orphan Fund; and
AJR23,2,1312 Whereas, Ellen Nowak has been an exemplary public servant for most of her
13adult life; now, therefore, be it
AJR23,2,16 14Resolved by the assembly, the senate concurring, That the members of the
15Wisconsin Legislature thank Ellen Nowak for her faithful and exemplary service to
16the state and wish her well in her future endeavors.
