SB958,1,3 1An Act to create 115.28 (55v), 118.07 (6) and 121.02 (1) (L) 9. of the statutes;
2relating to: required human trafficking prevention instruction in certain
3grades and teacher training related to identifying victims of child trafficking.
Analysis by the Legislative Reference Bureau
This bill requires the state superintendent of public instruction, in consultation
with the Department of Children and Families, to develop a model curriculum and
instructional materials for grades 7 to 12 on human trafficking prevention. The
model curriculum and instructional materials must be age appropriate at each grade
level and must include instruction on Internet safety. Beginning in the 2024-25
school year, the bill requires each school board to provide age-appropriate
instruction in human trafficking prevention in grades 7 to 12. Under the bill, the
instruction must be consistent with the model curriculum or a curriculum that is
substantially similar to the model curriculum. Finally, under the bill, school boards
must require full-time school district employees who are required to hold a license
issued by the Department of Public Instruction to receive training in identifying
victims of child trafficking.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

1Section 1. 115.28 (55v) of the statutes is created to read:
SB958,2,82 115.28 (55v) Human trafficking prevention model curriculum. In
3consultation with the department of children and families, develop a model
4curriculum and related instructional materials for grades 7 to 12 on human
5trafficking prevention. In developing the model curriculum and instructional
6materials, the state superintendent shall ensure that the information is
7age-appropriate, as defined in s. 118.019 (1m) (a), at each grade level and that the
8curriculum includes instruction related to Internet safety.
SB958,2 9Section 2. 118.07 (6) of the statutes is created to read:
SB958,2,1710 118.07 (6) Each school board shall require every full-time employee of the
11school district governed by the school board who is required by the state
12superintendent under s. 115.28 (7) to hold a certificate, license, or permit to receive
13training provided by the department in identifying children who are or who are at
14risk of being victims of trafficking of a child under s. 948.051. A school district
15employee shall receive that training within the first 6 months after commencing
16full-time employment with the school district and at least once every 5 years after
17that initial training.
