SJR46,1,42 Whereas, the family, in which mothers perform a crucial role, is a major social
3institution in Wisconsin and throughout the world that provides tremendous value
4to both its members and society as a whole; and
SJR46,1,75 Whereas, mothers have an indispensable role in building and transforming
6society and culture and moving our state, country, and world forward, remaining
7steadfast in their pursuit of a better and brighter future for their children; and
SJR46,1,108 Whereas, mothers have a unique bond with their children, and the health of
9mothers is directly tied to the health of their children both prenatal and postpartum;
10and
SJR46,1,1211 Whereas, the mental and behavioral health of mothers is crucial to the health
12of their families and children; and
SJR46,1,1413 Whereas, the suicide rate for mothers within 365 days postpartum in Wisconsin
14is 2.0 per 100,000; and

1Whereas, in 2021, there were a total of 56 pregnancy-associated deaths within
2365 days postpartum, a mortality ratio of 90.6 per 100,000 live births; and
SJR46,2,53 Whereas, Wisconsin has significant racial disparities in maternal mortality
4rates, with pregnancy-related mortality rates for non-Hispanic Black mothers five
5times greater than non-Hispanic White mothers, which must be addressed; and
SJR46,2,76 Whereas, the work of mothers is of paramount importance but is often
7undervalued, unnoticed, and underappreciated; and
SJR46,2,108 Whereas, mothers are breadwinners, community leaders, advocates, allies, and
9pillars of the family that have, for generations, blazed new paths, opened up new
10possibilities, and widened circles of opportunity for their daughters and sons; and
SJR46,2,1311 Whereas, Wisconsin has a proven record of meeting challenges and creating
12positive change, and we are committed to making mothers' lives better and ensuring
13their health and prosperity; and
SJR46,2,1514 Whereas, Mother's Day is celebrated in May across Wisconsin and nationwide;

SJR46,2,1716 Whereas, mothers and the institution of motherhood are worthy of honor and
17affirmation; now, therefore, be it
SJR46,2,21 18Resolved by the senate, the assembly concurring, That the members of the
19Wisconsin Legislature call upon the people of Wisconsin to observe May 2023 as
20Maternal Health Month in Wisconsin with honor, affirmation, and respect for
21mothers in our state; and, be it further
SJR46,2,24 22Resolved, That the legislature calls upon the people of Wisconsin to express
23their honor, affirmation, love, respect, and gratitude to mothers everywhere; and, be
