On March 21, 2012, the Wisconsin Department of Agriculture, Trade and Consumer Protection referred a proposed rule to the Wisconsin Legislative Council Rules Clearinghouse, pursuant to s. 227.15, Stats, revising Chapter ATCP 17, relating to Wisconsin livestock premises registration.

The scope statement for this rule, SS 026-11, was approved by the Governor on September 6, 2011, published in Register No. 670, on October 14, 2011 , and approved by the Board of Agriculture, Trade and Consumer Protection on November 9, 2011.

Agency Procedure for Promulgation

The department will hold public hearings on this rule. Dates for public hearings are set for May 1, 2012, and May 2, 2012. The department's Division of Animal Health is primarily responsible for this rule.

On March 23, 2012, the Department of Health Services submitted a proposed rule to the Legislative Council creating section DHS 115.05 (3), relating to a fee for screening newborns for congenital and metabolic disorders and other services.

There appear to be no existing or proposed federal regulations that address the activities to be regulated by the proposed rules, and no known court decisions directly relevant to the proposed rule.

The scope statement for this rule, SS 033-11, was approved by the Governor on October 25, 2011, published in Register No. 671, on November 14, 2011 , and approved by Department of Health Services Secretary, Dennis G. Smith, effective November 25, 2011.

A public hearing is required; however, a public hearing has not yet been scheduled for this proposed rule.

On March 14, 2012, the Department of Natural Resources submitted a proposed rule to the Legislative Council revising Chapters NR 169 and 700 to 754, relating to investigation and remediation of contaminated properties.

This rule is not subject to s. 227.135 (2), Stats., as affected by 2011 Wis. Act 21. The scope statement for this rule, published in Register No. 660, on December 14, 2011, was sent to the Legislative Reference Bureau prior to June 8, 2011, the effective date of 2011 Wisconsin Act 21.

Agency Procedure for Promulgation

Public hearings have been scheduled for May 1, 2, 15, 16, 17, 2012.
