9specified percentage of electricity sold at retail is derived from renewable energy, the
10commission shall do all of the following:

11. Promulgate rules modifying the renewable portfolio standard to ensure that
2electric providers are not required to increase their renewable energy percentages
3in excess of the percentages required under federal law.
