AB75-SSA1,13,18 (c) If the building commission authorizes a grant to the Madison Children's Museum under par. (b) and if, for any reason, the facility that is constructed with funds from the grant, or the equipment that is purchased, is not used as a museum for the Madison Children's Museum, the state shall retain an ownership interest in the facility equal to the amount of the state's grant.

AB75-SSA1, s. 19k Section 19k. 13.48 (43) of the statutes is created to read:

AB75-SSA1,14,2 13.48 (43) Dane County Yahara River Watershed Project. (a) The legislature finds and determines that the protection of water quality through reduction in manure nutrient loadings, in particular phosphorus, from agricultural enterprises is necessary for preserving public health in Wisconsin. It is therefore in the public interest, and it is the public policy of this state, to assist Dane County in the construction of anaerobic digesters for the Dane County Yahara River Watershed Project.

AB75-SSA1,14,8 (b) The building commission may authorize up to $6,600,000 in general fund supported borrowing to aid Dane County in the construction of anaerobic digesters for the Dane County Yahara Watershed Project. The state funding commitment shall be in the form of a grant to Dane County. Before approving any state funding commitment under this paragraph, the building commission shall determine that Dane County has secured additional funding from nonstate donations for the project.

AB75-SSA1,14,12 (c) If the building commission authorizes a grant to Dane County under par. (b) and if, for any reason, the anaerobic digesters that are constructed are not used for the purpose of protecting water quality in Dane County, the state shall retain an ownership interest in the digesters equal to the amount of the state's grant.

AB75-SSA1, s. 19L Section 19L. 13.48 (44) of the statutes is created to read:

AB75-SSA1,14,20 13.48 (44) Myrick Hixon EcoPark, Inc. (a) The legislature finds and determines that creating a unique destination with dynamic educational programming on the environment, interactive displays, and live animal exhibits will advance the appreciation and conservation of this state's natural resources. It is therefore in the public interest, and it is the public policy of this state, to assist Myrick Hixon EcoPark, Inc., in the construction of an educational center facility in the city of La Crosse.

AB75-SSA1,15,2 (b) The building commission may authorize up to $500,000 in general fund supported borrowing to aid in the construction of an educational center facility in the city of La Crosse for Myrick Hixon EcoPark, Inc. The state funding commitment shall be in the form of a grant to Myrick Hixon EcoPark, Inc. Before approving any state funding commitment under this paragraph, the building commission shall determine that Myrick Hixon EcoPark, Inc., has secured additional funding from nonstate donations for the project.

AB75-SSA1,15,6 (c) If the building commission authorizes a grant to Myrick Hixon EcoPark, Inc., under par. (b) and if, for any reason, the facility that is constructed with funds from the grant is not used as an educational center facility, the state shall retain an ownership interest in the facility equal to the amount of the state's grant.

AB75-SSA1, s. 20 Section 20. 13.62 (2) of the statutes is amended to read:

AB75-SSA1,15,12 13.62 (2) "Agency" means any board, commission, department, office, society, institution of higher education, council, or committee in the state government, or any authority created in subch. II of ch. 114 or subch. III of ch. 149 or in ch. 52, 231, 232, 233, 234, 237, or 279, except that the term does not include a council or committee of the legislature.

AB75-SSA1, s. 20e Section 20e. 13.685 (8) of the statutes is created to read:

AB75-SSA1,16,2 13.685 (8) The board shall not enter into any contract for the purpose of upgrading the board's lobbying database and Internet site unless the board first submits the proposed contract to the cochairpersons of the joint committee on finance for review of the committee. If the cochairpersons of the committee do not notify the board that that the committee has scheduled a meeting for the purpose of reviewing the proposed contract within 14 working days after the date of the board's submittal, the board may enter into the contract as proposed. If, within 14 working days after the date of the board's submittal, the cochairpersons of the committee notify the board that that the committee has scheduled a meeting for the purpose of reviewing the proposed contract, the board shall not enter into the contract unless the committee approves the proposed contract or modifies and approves the proposed contract. If the committee modifies and approves the proposed contract, the board may enter into the contract only as modified by the committee.

AB75-SSA1, s. 20f Section 20f. 13.685 (8) of the statutes, as created by 2009 Wisconsin Act .... (this act), is repealed.

AB75-SSA1, s. 20k Section 20k. 13.75 (1) of the statutes is amended to read:

AB75-SSA1, s. 21d Section 21d. 13.94 (1) (dg) of the statutes is amended to read:

AB75-SSA1,16,22 13.94 (1) (dg) Annually, by October 1, perform a financial audit of expenditures made under the grant grants for dental services under s. 250.10.

AB75-SSA1, s. 23 Section 23. 13.94 (4) (a) 1. of the statutes, as affected by 2009 Wisconsin Act 2, is amended to read:

AB75-SSA1,17,16 13.94 (4) (a) 1. Every state department, board, examining board, affiliated credentialing board, commission, independent agency, council or office in the executive branch of state government; all bodies created by the legislature in the legislative or judicial branch of state government; any public body corporate and politic created by the legislature including specifically the Wisconsin Quality Home Care Authority, the Fox River Navigational System Authority, the Lower Fox River Remediation Authority, and the Wisconsin Aerospace Authority, a professional baseball park district, a local professional football stadium district, a local cultural arts district and a long-term care district under s. 46.2895; every Wisconsin works agency under subch. III of ch. 49; every provider of medical assistance under subch. IV of ch. 49; technical college district boards; every county department under s. 51.42 or 51.437; every nonprofit corporation or cooperative or unincorporated cooperative association to which moneys are specifically appropriated by state law; and every corporation, institution, association or other organization which receives more than 50% of its annual budget from appropriations made by state law, including subgrantee or subcontractor recipients of such funds.

AB75-SSA1, s. 24 Section 24. 13.95 (intro.) of the statutes is amended to read:

AB75-SSA1,18,5 13.95 Legislative fiscal bureau. (intro.) There is created a bureau to be known as the "Legislative Fiscal Bureau" headed by a director. The fiscal bureau shall be strictly nonpartisan and shall at all times observe the confidential nature of the research requests received by it; however, with the prior approval of the requester in each instance, the bureau may duplicate the results of its research for distribution. Subject to s. 230.35 (4) (a) and (f), the director or the director's designated employees shall at all times, with or without notice, have access to all state agencies, the University of Wisconsin Hospitals and Clinics Authority, the Wisconsin Aerospace Authority, the Health Insurance Risk-Sharing Plan Authority, the Lower Fox River Remediation Authority, the Wisconsin Quality Home Care Authority, and the Fox River Navigational System Authority, and to any books, records, or other documents maintained by such agencies or authorities and relating to their expenditures, revenues, operations, and structure.

AB75-SSA1, s. 24g Section 24g. 14.38 (10) (b) of the statutes is amended to read:

AB75-SSA1,18,11 14.38 (10) (b) Publish in the official state paper on the office's Web site for a reasonable period of time, on the first Tuesday of August, September and October immediately preceding any general election, such proposed constitutional amendments as were approved for the first time by the legislature preceding the election.

AB75-SSA1, s. 24k Section 24k. 14.38 (10) (c) of the statutes is amended to read:

AB75-SSA1,18,18 14.38 (10) (c) Publish in the official state paper on the office's Web site for a reasonable period of time within 10 days after the date of publication of an act a notice certifying the number of each act, the number of the bill from which it originated, the date of publication and the relating clause. Each certificate shall also contain a notice of where the full text of each act can be obtained. Costs under this paragraph shall be charged to the appropriation under s. 20.765 (1) (d).

AB75-SSA1, s. 25 Section 25. 15.01 (2) of the statutes is amended to read:

AB75-SSA1,19,3 15.01 (2) "Commission" means a 3-member governing body in charge of a department or independent agency or of a division or other subunit within a department, except for the Wisconsin waterways commission which shall consist of 5 members and the parole earned release review commission which shall consist of 8 members. A Wisconsin group created for participation in a continuing interstate body, or the interstate body itself, shall be known as a "commission", but is not a commission for purposes of s. 15.06. The parole earned release review commission created under s. 15.145 (1) shall be known as a "commission", but is not a commission for purposes of s. 15.06.

AB75-SSA1, s. 27 Section 27. 15.06 (6) of the statutes is amended to read:

AB75-SSA1,19,8 15.06 (6) Quorum. A majority of the membership of a commission constitutes a quorum to do business, except that vacancies shall not prevent a commission from doing business. This subsection does not apply to the parole earned release review commission.

AB75-SSA1, s. 29 Section 29. 15.07 (1) (cm) of the statutes is amended to read:

AB75-SSA1,19,25 15.07 (1) (cm) The term of one member of the government accountability board shall expire on each May 1. The terms of 3 members of the development finance economic policy board appointed under s. 15.155 (1) (a) 6. (2) (a) 4. shall expire on May 1 of every even-numbered year and the terms of the other 3 members appointed under s. 15.155 (1) (a) 6. (2) (a) 4. shall expire on May 1 of every odd-numbered year. The terms of the 3 members of the land and water conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1. The term of the member of the land and water conservation board appointed under s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of members of the real estate board shall expire on July 1. The terms of the appraiser members of the real estate appraisers board and the terms of the auctioneer and auction company representative members of the auctioneer board shall expire on May 1 in an even-numbered year. The terms of the members of the cemetery board shall expire on July 1 in an even-numbered year. The term of the student member of the Board of Regents of the University of Wisconsin System who is at least 24 years old shall expire on May 1 of every even-numbered year.

AB75-SSA1, s. 30e Section 30e. 15.07 (5) (k) of the statutes is created to read:

AB75-SSA1, s. 30h Section 30h. 15.07 (5m) (c) of the statutes is created to read:

AB75-SSA1,20,8 15.07 (5m) (c) Board for people with developmental disabilities. A member of the board for people with developmental disabilities shall be reimbursed under sub. (5) (k) only if the member attends a meeting or event of the board and all of the following apply:

AB75-SSA1,20,13 2. Due to the member's official duties related to the meeting or event the member forfeits wages from other employment or the member is not otherwise employed for wages.

AB75-SSA1, s. 34 Section 34. 15.145 (1) of the statutes is amended to read:

AB75-SSA1,21,2 15.145 (1) Parole Earned release review commission. There is created in the department of corrections a parole an earned release review commission consisting of 8 members. Members shall have knowledge of or experience in corrections or criminal justice. The members shall include a chairperson who is nominated by the governor, and with the advice and consent of the senate appointed, for a 2-year term expiring March 1 of the odd-numbered years, subject to removal under s. 17.07 (3m), and the remaining members in the classified service appointed by the chairperson.

AB75-SSA1, s. 34g Section 34g. 15.145 (5) of the statutes is created to read:

AB75-SSA1,21,22 15.145 (5) Council on offender reentry. There is created a council on offender reentry which is attached to the department of corrections under s. 15.03, which shall have the duties, responsibilities, and powers set forth under s. 301.095. The council shall consist of 22 members, and the appointed members shall serve for 2-year terms and may be appointed for a maximum of 2 consecutive terms. The chairperson of the council shall be the secretary of corrections or the reentry director, as decided by the secretary of corrections. The chairperson may appoint subcommittees and shall meet no less frequently than 4 times per year at a date and location to be determined by the chairperson. Members of the council shall include the secretary of corrections, or his or her designee; the secretary of workforce development, or his or her designee; the secretary of health services, or his or her designee; the secretary of children and families, or his or her designee; the secretary of commerce, or his or her designee; the secretary of transportation, or his or her designee; the attorney general, or his or her designee; the chairperson of the parole commission, or his or her designee; the state superintendent of the department of public instruction; the reentry director as appointed by the secretary of corrections; a current or former judge, as appointed by the director of state courts; an individual who has been previously convicted of, and incarcerated for, a crime in Wisconsin, as appointed by the secretary of corrections; and the following persons, as appointed by the governor:

AB75-SSA1,21,23 (a) A law enforcement officer.

AB75-SSA1,21,25 (b) A representative of a crime victim rights or crime victim services organization.

AB75-SSA1,22,2 (c) A representative of a faith-based organization that is involved with the reintegration of offenders into the community.

AB75-SSA1,22,3 (d) A representative of a county department of human services.

AB75-SSA1,22,5 (e) A representative of a federally recognized American Indian tribe or band in this state.

AB75-SSA1,22,8 (f) A representative of a nonprofit organization that is involved with the reintegration of offenders into the community and that is not a faith-based organization.

AB75-SSA1,22,9 (g) A district attorney.

AB75-SSA1,22,10 (h) A representative of the office of the state public defender.

AB75-SSA1,22,11 (i) An academic professional in the field of criminal justice.

AB75-SSA1,22,12 (j) A representative of the Wisconsin Technical College System.

AB75-SSA1, s. 35 Section 35. 15.155 (1) of the statutes is repealed.

AB75-SSA1,22,17 15.155 (2) Economic policy board. (a) There is created an economic policy board attached to the department of commerce under s. 15.03 consisting of all of the following:

AB75-SSA1,22,18 1. The secretary of commerce or the secretary's designee.

AB75-SSA1,22,19 2. The secretary of workforce development or the secretary's designee.

AB75-SSA1,22,20 3. The director of the technical college system or the director's designee.
