493.49 Farm to school programs. (1) Definition. In this section, "farm to
5school program" means a program to connect schools with nearby farms to provide
6children with locally produced fresh fruits and vegetables and other nutritious,
7locally produced foods in school breakfasts, lunches, and snacks; help children
8develop healthy eating habits; provide nutritional and agricultural education; and
9improve farmers' incomes and direct access to markets.

10(2) Department responsibilities. (a) The department shall promote farm to
11school programs. The department shall encourage schools, as part of farm to school
12programs, to purchase food produced in this state and to provide nutritional and
13agricultural education, including farm visits, cooking demonstrations, and
14composting and gardening at schools.

(b) The department shall do all of the following in carrying out its
16responsibilities under par. (a):

1. Identify impediments to providing locally produced fresh fruits and

9(3) Grant program. (a) From the appropriation under s. 20.115 (4) (as), the
10department shall provide grants to school districts, nonprofit organizations,
11farmers, and any other entities for the creation and expansion of farm to school
12programs. The department shall give preference to proposals that are innovative or
13that provide models that other school districts can adopt.

(b) The department may provide funding under this subsection for projects that

3(4) Rules. The department shall promulgate rules for the administration of

5(5) Reports. At least annually, the farm to school council shall report to the
6legislature under s. 13.172 (2) and to the secretary on the needs and opportunities
7for farm to school programs.

Position authorization. The authorized FTE positions for the department
10of agriculture, trade and consumer protection are increased by 1.0 GPR position to
11be funded from the appropriation under section 20.115 (4) (at) of the statutes, as
12created by this act, for promotion of farm to school programs.
