1(b) By no later than February 15, 2018, the Board of Regents shall submit the
2formula developed under par. (a) to the joint committee on finance. If the
3cochairpersons of the joint committee on finance do not notify the Board of Regents
4within 14 working days after the date of submittal that the committee has scheduled
5a meeting to review the formula, the Board of Regents shall use the formula to
6distribute the amount allocated under sub. (4) among the institutions. If, within 14
7working days after the date of submittal, the cochairpersons of the joint committee
8on finance notify the Board of Regents that the committee has scheduled a meeting
9to review the formula, the Board of Regents may use the formula to distribute the
10amount allocated under sub. (4) among the institutions only as modified or approved
11by the committee. The joint committee on finance shall consult with the appropriate
12standing committee in each house before modifying or approving the formula.
AB64-ASA1,404,15 13(4) Allocation. In each fiscal year beginning in fiscal year 2018-19, the Board
14of Regents shall allocate $26,250,000 of the amount appropriated under s. 20.285 (1)
15(a) to distribute to institutions under the formula under sub. (3) (b).
AB64-ASA1,404,20 16(5) Report. (a) Beginning in fiscal year 2018-19, the Board of Regents shall
17submit an annual report to the joint committee on finance that describes how the
18Board of Regents distributed in the fiscal year the amount allocated under (4) to the
19institutions under the formula under sub. (3) (b). The report shall describe all of the
20following:

22year.
AB64-ASA1,404,2423 2. The performance of each institution with respect to all the metrics identified
24by the Board of Regents under sub. (2) (b).

13. The methodology used to make the distributions based on each institution's
2performance with respect to the metrics selected by the institution.
AB64-ASA1,405,43 4. The performance of the system as a whole with respect to all the metrics
4identified by the Board of Regents under sub. (2) (b).
AB64-ASA1,405,55 5. Any other information used to administer the requirements of this section.
AB64-ASA1,405,76 (b) The Board of Regents shall make the report required under par. (a) available
7to the public, and each institution shall post the report on its Internet site.
AB64-ASA1,405,12 8(6) Innovation fund. In fiscal year 2017-18, the Board of Regents shall allocate
9$5,000,000 of the amount appropriated under s. 20.285 (1) (a) for the board to
10distribute to institutions to increase enrollments in high-demand degree programs
11identified under sub. (7) (b). The Board of Regents shall make the distribution
12through a competitive process involving a request for proposals from the institutions.
AB64-ASA1,405,13 13(7) Other duties. The Board of Regents shall do all of the following:
AB64-ASA1,405,1414 (a) Identify baseline data sets for the goals specified in sub. (2) (a).
AB64-ASA1,405,1515 (b) Identify degree programs that qualify as high demand for each institution.
AB64-ASA1,405,1716 (c) Approve a peer group for each institution that includes institutions of higher
17education with comparable missions and service populations.
AB64-ASA1,604 18Section 604 . 36.115 (2) of the statutes is amended to read:

20personnel system that is separate and distinct from the personnel system under ch.
21230 for all system employees except system employees assigned to the University of
22Wisconsin-Madison.

7relations. This paragraph does not apply to revisions made under sub. (8) (b).

AB64-ASA1,609 20Section 609 . 36.115 (8) of the statutes is created to read:
AB64-ASA1,406,2321 36.115 (8) (a) No later than January 1, 2018, the board shall develop and
22implement a plan that includes all of the following for each institution within the
23system, including the University of Wisconsin-Madison:
AB64-ASA1,407,224 1. Policies for monitoring teaching workloads of faculty and instructional
25academic staff, including requirements for individual faculty and instructional

1academic staff members to report the number of hours spent teaching to the system
2administration.
AB64-ASA1,407,43 2. Policies for rewarding faculty and instructional academic staff who teach
4more than a standard academic load.
AB64-ASA1,407,85 (b) The board and the chancellor shall revise the personnel systems developed
6under subs. (2) and (3) and the employment relations policies and practices
7established under sub. (7) as necessary to ensure that the systems, polices, and
8practices are consistent with the plan required under par. (a).
