18(a) In this subsection:

21(b) The department shall submit to the cochairpersons of the joint committee
22on finance for consideration at the 4th quarterly meeting of the committee under
23section 13.10 of the statutes to be held in 1999 an implementation plan for
1consolidating the vehicle fleet management functions of the department of natural
2resources with the corresponding functions of the department.

3(c) The plan submitted under paragraph (b) may include provision for any of
4the following on the effective date specified in the plan:

51. Transfer of the assets and liabilities of the department of natural resources
6relating to its vehicle fleet management functions to the department.

72. Transfer of the tangible personal property, including records, of the
8department of natural resources relating to its vehicle fleet management functions

103. Transfer to the department of any authorized full-time equivalent position
11of the department of natural resources relating to its vehicle fleet management
12functions. The plan shall include identification of the numbers, revenue sources and
13types of any positions to be transferred from the department of natural resources to
14the department under the plan.

154. Transfer to the department of any incumbent employes holding positions in
16the department of natural resources relating to its vehicle fleet management
17functions. Employes transferred under the plan have all the rights and the same
18status under subchapter V of chapter 111 and chapter 230 of the statutes in the
19department that they enjoyed in the department of natural resources immediately
20before the transfer. Notwithstanding section 230.28 (4) of the statutes, no employe
21so transferred who has attained permanent status in class is required to serve a
22probationary period.

235. Transfer to the department of the contracts entered into by the department
24of natural resources relating to its vehicle fleet management functions which are in
25effect on the effective date of this subdivision. If the transfer occurs, the department
1shall carry out any obligations under such a contract until modified or rescinded by
2the department to the extent allowed under the contract.

36. Transfer to the department of any rules promulgated or orders issued by the
4department of natural resources relating to its vehicle fleet management functions
5which are in effect on the effective date of the plan. If the transfer occurs, any such
6rules shall remain in effect until their specified expiration dates or until amended
7or repealed by the department, and any such orders shall remain in effect until their
8specified expiration dates or until modified or rescinded by the department.

97. Transfer to the department of any matter pending with the department of
10natural resources relating to its vehicle fleet management functions. If the transfer
11occurs, all materials submitted to or actions taken by the department of natural
12resources with respect to the pending matter are considered as having been
13submitted to or taken by the department.

14(d) The department shall submit to the cochairpersons of the joint committee
15on finance for consideration at the 3rd quarterly meeting of the committee under
16section 13.10 of the statutes in the year 2000 an implementation plan for
17consolidating the vehicle fleet management functions of the department of
18transportation and the University of Wisconsin-Madison with the corresponding
19functions of the department.

20(e) The plan submitted under paragraph (d) may include provision for any of

17submitted under paragraphs (b) and (d). If the committee approves a plan, with or
18without modifications, the department may implement the plan on the effective date
19of the plan as specified in the plan. If the committee does not approve either plan,
20the department shall not implement that plan.

21(g) Notwithstanding section 16.42 of the statues, the departments of natural
22resources and transportation and the board of regents of the University of Wisconsin
23System shall submit information under section 16.42 of the statutes for purposes of
24the 2001-2003 biennial budget bill reflecting any savings incurred from
1consolidation of vehicle fleet management functions as the result of implementation
2of a plan under this subsection.
