13.48(41m)(a)(a) The legislature finds and determines that providing out-of-school care that inspires local youth to be contributing, productive, and responsible members of their communities through intentional programming that supports positive character development and unique opportunities to grow as individuals is a statewide responsibility of statewide dimension. It is therefore in the public interest, and it is the public policy of this state, to assist the Badgerland After School Enrichment Program, Inc., in the purchase and renovation of a building to serve as a facility to provide out-of-school care to youth. 13.48(41m)(b)(b) From the appropriation under s. 20.867 (3) (x), the building commission may provide a grant of up to $1,000,000 to assist the Badgerland After School Enrichment Program, Inc., in the purchase and renovation of a building to serve as a facility to provide out-of-school care to youth. Before approving any state funding commitment for the construction of such a facility, the building commission shall determine that the Badgerland After School Enrichment Program has secured additional funding for the project of at least $10,000,000 from nonstate revenue sources. 13.48(41m)(c)(c) If the building commission authorizes a grant to the Badgerland After School Enrichment Program, Inc., under par. (b), and if, for any reason, the facility that is purchased and renovated with funds from the grant is not used as a facility for out-of-school care, the state shall retain an ownership interest in the facility equal to the amount of the state’s grant. 13.48(42)(a)(a) The legislature finds and determines that connecting children with their families, their communities, and the world beyond through discovery learning and creative play enhances the intellectual and cultural development of children and builds strong communities. It is therefore in the public interest, and it is the public policy of this state, to assist the Madison Children’s Museum in the construction of a museum facility in Madison. 13.48(42)(b)(b) The building commission may authorize up to $250,000 in general fund supported borrowing to aid in the construction of a museum facility in Madison for the Madison Children’s Museum. The state funding commitment shall be in the form of a grant to the Madison Children’s Museum. Before approving any state funding commitment under this paragraph, the building commission shall determine that the Madison Children’s Museum has secured additional funding from nonstate donations for the project. 13.48(42)(c)(c) If the building commission authorizes a grant to the Madison Children’s Museum under par. (b) and if, for any reason, the facility that is constructed with funds from the grant, or the equipment that is purchased, is not used as a museum for the Madison Children’s Museum, the state shall retain an ownership interest in the facility equal to the amount of the state’s grant. 13.48(42m)(a)(a) The legislature finds and determines that providing education, programming, and immersive exhibits concerning Wisconsin’s natural history and the intersection of nature and culture in Wisconsin and the world vastly enriches the lives of the citizens of this state and is a statewide responsibility of statewide dimension. It is therefore in the public interest, and it is the public policy of this state, to assist Historic Haymarket Milwaukee, LLC, in the construction of a new building to serve as a museum of nature and culture in the city of Milwaukee. 13.48(42m)(b)(b) The building commission may authorize up to $40,000,000 in general fund supported borrowing to assist Historic Haymarket Milwaukee, LLC, in the construction of a museum of nature and culture to be located on the northeast corner of 6th Street and McKinley Avenue in the city of Milwaukee. The state funding commitment shall be in the form of a grant to Historic Haymarket Milwaukee, LLC. Before approving any state funding commitment for the construction of the museum, the building commission shall determine that Historic Haymarket Milwaukee, LLC, has secured additional funding for the project of at least $85,000,000 from nonstate revenue sources. 13.48(42m)(c)(c) If the building commission authorizes a grant to Historic Haymarket Milwaukee, LLC, under par. (b), and if, for any reason, the facility that is constructed with funds from the grant is not used as a museum of nature and culture, the state shall retain an ownership interest in the facility equal to the amount of the state’s grant. 13.48(43)(43) Dane County Yahara River Watershed Project. 13.48(43)(a)(a) The legislature finds and determines that the protection of water quality through reduction in manure nutrient loadings, in particular phosphorus, from agricultural enterprises is necessary for preserving public health in Wisconsin. It is therefore in the public interest, and it is the public policy of this state, to assist Dane County in the construction of anaerobic digesters for the Dane County Yahara River Watershed Project. 13.48(43)(b)(b) The building commission may authorize up to $6,600,000 in general fund supported borrowing to aid Dane County in the construction of anaerobic digesters for the Dane County Yahara Watershed Project. The state funding commitment shall be in the form of a grant to Dane County. Before approving any state funding commitment under this paragraph, the building commission shall determine that Dane County has secured additional funding from nonstate donations for the project. 13.48(43)(c)(c) If the building commission authorizes a grant to Dane County under par. (b) and if, for any reason, the anaerobic digesters that are constructed are not used for the purpose of protecting water quality in Dane County, the state shall retain an ownership interest in the digesters equal to the amount of the state’s grant. 13.48(44)(a)(a) The legislature finds and determines that creating a unique destination with dynamic educational programming on the environment, interactive displays, and live animal exhibits will advance the appreciation and conservation of this state’s natural resources. It is therefore in the public interest, and it is the public policy of this state, to assist Myrick Hixon EcoPark, Inc., in the construction of an educational center facility in the city of La Crosse. 13.48(44)(b)(b) The building commission may authorize up to $500,000 in general fund supported borrowing to aid in the construction of an educational center facility in the city of La Crosse for Myrick Hixon EcoPark, Inc. The state funding commitment shall be in the form of a grant to Myrick Hixon EcoPark, Inc. Before approving any state funding commitment under this paragraph, the building commission shall determine that Myrick Hixon EcoPark, Inc., has secured additional funding from nonstate donations for the project. 13.48(44)(c)(c) If the building commission authorizes a grant to Myrick Hixon EcoPark, Inc., under par. (b) and if, for any reason, the facility that is constructed with funds from the grant is not used as an educational center facility, the state shall retain an ownership interest in the facility equal to the amount of the state’s grant. 13.48(45)(45) University of Wisconsin parking facilities. The building commission may not authorize any general fund supported borrowing to aid in the construction of parking facilities at any institution, as defined in s. 36.05 (9), of the University of Wisconsin System. 13.48(46p)(a)(a) The legislature finds and determines that the employment of individuals who are blind or visually impaired, including statewide remote employment, and the provision of other related services to those individuals improves those individuals’ lives, increases the workforce and reduces unemployment in this state, and is a statewide responsibility of statewide dimension. It is therefore in the public interest, and it is the public policy of this state, to assist Wiscraft, Inc., doing business as Beyond Vision, in the purchase and renovation of a new facility in Milwaukee County, to be known as the VisABILITY Center, for the employment of and provision of other related services to blind and visually impaired individuals. 13.48(46p)(b)(b) The building commission may authorize up to $5,000,000 in general fund supported borrowing to assist Wiscraft, Inc., in the purchase and renovation of a new facility in Milwaukee County for the employment of and provision of other related services to blind and visually impaired individuals. The state funding commitment shall be in the form of a grant to Wiscraft, Inc. Before approving any state funding commitment for the purchase and renovation of the new facility, the building commission shall determine that Wiscraft, Inc., has secured additional funding for the project of at least $14,000,000 from nonstate revenue sources. 13.48(46p)(c)(c) If the building commission authorizes a grant to Wiscraft, Inc., under par. (b) and if, for any reason, the space that is purchased and renovated with funds from the grant is not used for the employment of and provision of other related services to blind and visually impaired individuals, the state shall retain an ownership interest in the renovated space equal to the amount of the state’s grant. 13.48(46s)(a)(a) The legislature finds and determines that providing hands-on learning experiences to teach students about agricultural innovation and sustainability will attract more interest in agricultural careers; assist in workforce and development training for elementary, secondary, technical college, and university students; and help the state retain talent and is a statewide responsibility of statewide dimension. It is the public policy of this state, and it is in the interest of the state, to assist Farming for the Future Foundation, Inc., with the construction of the Food and Farm Exploration Center. 13.48(46s)(b)(b) From the appropriation under s. 20.867 (3) (x), the building commission may award a grant to Farming for the Future Foundation, Inc. The amount authorized for the grant is $3,000,000. The grant shall be to assist in the construction of the Food and Farm Exploration Center. Farming for the Future Foundation, Inc., shall secure additional funding for the project of at least $38,000,000 from nonstate revenue sources. 13.48(46s)(c)(c) If the building commission awards a grant to Farming for the Future Foundation, Inc., under par. (b), and if, for any reason, the Food and Farm Exploration Center constructed with funds from the grant is not used for agricultural education, the state shall retain an ownership interest in the facility equal to the amount of the state’s grant.
