18departments of administration, transportation, and natural resources shall jointly
19conduct a study of the use of aircraft by state agencies and shall determine how
20reductions can be made in the costs associated with that use. If the study is
21conducted, the departments shall jointly report the results of the study to the chief
22clerk of each house of the legislature for distribution to the appropriate standing
23committees in the manner provided under section 13.172 (3) of the statutes no later
24than January 1, 2003.".

(3f) Change the town of Hobart into a village. The town of Hobart, in Brown
9County, shall become a village if all of the procedures contained in sections 66.0201
10to 66.0213 of the statutes are fulfilled, except that approval by the department of
11administration under section 66.0207 of the statutes is not necessary for the town
12to become a village. In addition, the town of Hobart, in Brown County, and the City
13of Green Bay shall enter into a boundary agreement under section 66.0307 of the
14statutes, although the agreement need not be finalized before the referendum is held
15under section 66.0211 of the statutes.".
