4from program receipts in segregated funds and including actions to enforce

19Winnebago mental health institutes and the centers for the developmentally
20disabled in the case of employees of the department of health services, to

17committee, may amend recommendations for initial position assignments and
18changes in assignments to the executive salary groups submitted by the director of
19the office of state employment relations. All division administrator assignments and
20amendments to assignments of administrator positions approved by the committee
21shall become part of the compensation plan. Whenever a new unclassified division
22administrator position is created, the appointing authority may set the salary for the
23position until the joint committee on employment relations approves assignment of
24the position to an executive salary group. If the committee approves assignment of
25the position to an executive salary group having a salary range minimum or
1maximum inconsistent with the salary paid to the incumbent at the time of such
2approval, the incumbent's salary shall be adjusted by the appointing authority to
