DOC 347.17(3) (3) Staff ratios of a minimum of one staff member supervising 8 youth during waking hours and one staff member supervising 16 youth during sleeping hours, except during exigent circumstances. The facility shall document the exigent circumstances.

DOC 347.17(4) (4) Whenever there is a youth in the facility, at least one staff member of the same gender as the youth on duty at the facility.

DOC 347.18 DOC 347.18 Training.

DOC 347.18(1) (1) Orientation. Before a new staff member is permitted to work independently with youth, the facility shall provide at least 40 hours of orientation training for the new staff member including all of the following areas:

DOC 347.18(1)(a) (a) Facility policies and procedures.

DOC 347.18(1)(b) (b) Facility operations and facility emergencies.

DOC 347.18(1)(c) (c) Rules under this chapter.

DOC 347.18(1)(d) (d) Youth grievance procedures under s. DOC 347.38.

DOC 347.18(1)(e) (e) First aid, use of an automated external defibrillator, and use of other emergency equipment.

DOC 347.18(1)(f) (f) Adolescent brain development.

DOC 347.18(1)(g) (g) Trauma-informed care and resiliency.

DOC 347.18(1)(h) (h) Positive behavior management, de-escalation techniques, and conflict management.

DOC 347.18(1)(i) (i) Sexual abuse and sexual harassment prevention, detection, and response.

DOC 347.18(1)(j) (j) Sex trafficking.

DOC 347.18(1)(k) (k) Suicide and self-harm prevention.

DOC 347.18(1)(L) (L) Laws on confidentiality of personally identifiable information.

DOC 347.18(1)(m) (m) Mandatory reporting requirements under s. 48.981 (2), Stats.

DOC 347.18(2) (2) Initial security staff training. In addition to the training required under sub. (1), security staff shall receive at least 120 hours of training during the first year of employment. On-the-job training does not count toward the hours of required initial training for security staff.

DOC 347.18(3) (3) Annual training. Security staff shall receive at least 24 hours of annual training including all of the following:

DOC 347.18(3)(b) (b) Trauma-informed care and resiliency.

DOC 347.18(3)(c) (c) Two hours of suicide and self-harm prevention.

DOC 347.18(3)(d) (d) Mental health and crisis intervention.

DOC 347.18(3)(e) (e) Administration of medications.

DOC 347.18(3)(f) (f) Health screening of youth at the time of admission.

DOC 347.18(3)(g) (g) Use of restraints and security control devices.

DOC 347.18(3)(h) (h) Fire safety, evacuation procedures, and use of self-contained breathing apparatus.

DOC 347.18(3)(i) (i) Positive behavior management, de-escalation techniques, and conflict management.
