AB133-ASA1-CA1,811,2 16"(11t) Kinship care administration. The authorized FTE positions for the
17department of health and family services are increased by 1.0 PR position on October
181, 1999, or on the effective date of this subsection, whichever is later, to be funded
19from the appropriation under section 20.435 (3) (kx) of the statutes, for the purpose
20of providing increased oversight of the kinship care program under section 48.57
21(3m) to (3t) of the statutes, as affected by this act. The 1.0 FTE PR position shall
22provide program oversight and monitoring, serve as a liaison to the department of
23workforce development and the bureau of Milwaukee child welfare services in the

1department of health and family services and develop policies and procedures
2relating to the kinship care program.".

AB133-ASA1-CA1,811,23 4"(13c) Managed care pilot program for children in out-of-home care in
5Milwaukee County. The department of health and family services shall develop a
6pilot program that integrates the social, behavioral and physical health needs of
7children placed in out-of-home care in Milwaukee County who are medical
8assistance recipients under a managed care system. By January 1, 2001, the
9department of health and family services shall request from the secretary of the
10federal department of health and human services any waivers of the federal medical
11assistance statutes and regulations that are necessary to implement the pilot
12program developed under this subsection as part of the medical assistance program.
13If all necessary waivers are granted and in effect, the department shall implement
14the pilot program developed under this subsection in Milwaukee County. Under that
15pilot program, the department of health and family services may require, consistent
16with section 49.45 (9) of the statutes, a child who is placed in out-of-home care in
17Milwaukee County to be enrolled in a managed care plan as a condition of receiving
18medical assistance. Of the amounts appropriated to the department of health and
19family services under section 20.435 (4) (n) of the statutes, as created by this act, that
20department shall expend $22,600 in fiscal year 1999-2000 and $25,600 in fiscal year
212000-01 to increase the authorized FTE positions for that department by 0.5 FED
22project position, for the period ending on June 30, 2001, for the purpose of developing
23the pilot program under this subsection.".

1"(12g) Initial appointments of independent review board. Notwithstanding
2the length of terms specified in section 15.195 (9) (intro.) of the statutes, as created
3by this act, the initial members of the independent review board shall be appointed
4by the first day of the 4th month beginning after the effective date of this subsection
5for the following terms:

AB133-ASA1-CA1,812,18 11"(14g) Community marriage policy project. The authorized FTE positions for
12the department of health and family services are increased by 1.0 PR project position,
13to be funded from the appropriation under section 20.435 (3) (kx) of the statutes for
14the period beginning on the first day of the 2nd month beginning after the effective
15date of this subsection, and ending on September 30, 2003. The positions are
16increased under this subsection for the purpose of coordinating the development of,
17and assisting local members of the clergy to develop, community-wide standards for
18marriages solemnized in this state by members of the clergy.".

AB133-ASA1-CA1,812,20 20"(13d) School medical services under medical assistance.

AB133-ASA1-CA1,813,6 21(a) In state fiscal years 1999-2000 and 2000-01, the department of health and
22family services shall, under section 49.45 (39) (b) of the statutes, reimburse a school
23district and a cooperative educational service agency and shall reimburse the
24department of public instruction for the Wisconsin Center for the Blind and Visually

1Impaired and the Wisconsin School for the Deaf, for 90% of the federal share received
2for school-based services under the medical assistance program in excess of
3$16,100,000. The reimbursement shall be based on the proportion of total
4school-based services for the school year that was provided by each school district,
5cooperative educational service agency, the Wisconsin Center for the Blind and
6Visually Impaired and the Wisconsin School for the Deaf.

AB133-ASA1-CA1,813,15 7(b) The department of health and family services shall submit, as part of its
82001-03 biennial budget request, a proposal to the department of administration for
9fiscal years after state fiscal year 2000-01, to increase the percentage of the federal
10share received for school-based services under the medical assistance program by
11which reimbursement is made under section 49.45 (39) (b) of the statutes to reflect
12the total percentage of the federal share for which school districts, cooperative
13educational service agencies and the department of public instruction on behalf of
14the Wisconsin Center for the Blind and Visually Impaired and the Wisconsin School
15for the Deaf were reimbursed in state fiscal year 1999-2000.".

AB133-ASA1-CA1,813,21 17"(12m) Grant for St. Clare Health Mission. The department of health and
18family services shall award a grant of $50,000 in fiscal year 1999-2000 from the
19amount appropriated under section 20.435 (4) (gp) of the statutes, as affected by this
20act, to Franciscan Skemp Health Care, Inc., for health care and disease management
21services provided by the St. Clare Health Mission.".

AB133-ASA1-CA1,814,4 23"(14e) Primary health care. In state fiscal year 1999-2000, in addition to the
24moneys appropriated for expenditure for that fiscal year, the department of health

1and family services shall expend for the purchase of primary health care services
2under section 146.93 of the statutes, as affected by this act, $300,000 of the
3unencumbered balance as of June 30, 1999, in the appropriation under section
420.435 (4) (gp) of the statutes, as affected by this act.".

AB133-ASA1-CA1,814,12 6"(13e) Administration of the state supplement to supplemental security
7income. Not later than March 1, 2000, the department of health and family services
8shall submit a request to the joint committee on finance under section 13.10 of the
9statutes to transfer $232,400 not later than June 30, 2000, and $232,400 not later
10than June 30, 2001, from any appropriation for the department, other than a sum
11sufficient appropriation, to the appropriation account under section 20.435 (6) (ee)
12of the statutes for the purpose for which the appropriation is made.".

AB133-ASA1-CA1,814,19 14"(1x) Grant to Portage County historical society. In the 1999-2001 fiscal
15biennium, the historical society shall award a grant to the Portage County historical
16society for continuation of the Plover Heritage Park restoration project. The amount
17of the grant shall be equal to the amount of local contributions toward the project,
18not to exceed $50,000. The historical society shall award the grant from the
19appropriation under section 20.245 (3) (b) of the statutes, as created by this act.".

AB133-ASA1-CA1,815,2 21"(4g) Rules on point-of-service option plans. The commissioner of insurance
22shall submit in proposed form the rules required under section 609.10 (6) of the
23statutes, as created by this act, to the legislative council staff under section 227.15

1(1) of the statutes no later than the first day of the 12th month beginning after the
2effective date of this subsection.".
