AB811-AA1,1,11 “(2) Before the corporation expends moneys from the appropriation under s. 20.192 (1) (b) for purposes of sub. (1), the corporation and the department of workforce development shall jointly certify that there are no additional unmet funding needs with respect to populations and communities that have been consistently unemployed or underemployed during the 10 years preceding the effective date of this subsection ....
