AB394,1,2 1An Act to create 85.27 of the statutes; relating to: a driver education grant
2program.

This bill requires the Department of Transportation to establish a driver
education grant program under which it may provide grants to a person enrolled or
seeking to be enrolled in a driver education course or a provider of such a course. The
amount of a grant under this program may not exceed the cost to the person of the
course of driver education in which the person is enrolled or seeking to be enrolled
or the cost to the provider of providing driver education to persons under 20 years
of age enrolled in the provider's course.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB394,1 3Section 1. 85.27 of the statutes is created to read:
AB394,2,2 485.27 Driver education grant program. (1) The department shall
5establish and administer a driver education grant program. Under the program,

1from the appropriation under s. 20.395 (5) (eq), the department may provide grants
2to any of the following, upon application:
AB394,2,33 (a) A person who satisfies all of the following:
AB394,2,54 1. The person is enrolled or seeking to be enrolled in a course of driver education
5provided by any of the following:
AB394,2,76 a. A public school providing a course in driver education approved by the
7department of public instruction or the department of transportation.
AB394,2,98 b. A technical college providing a course in driver education approved by the
9technical college system board.
AB394,2,1210 c. A nonpublic or private school or tribal school, as defined in s. 115.001 (15m),
11providing a course in driver education that meets the minimum standards set by the
12department of public instruction.
AB394,2,1313 d. A school licensed by the department under s. 343.61.
AB394,2,1514 2. The person satisfies the income eligibility criteria for a free or reduced-price
15lunch in the federal school lunch program under 42 USC 1758 (b) (1).
AB394,2,1616 (b) A provider of a course in driver education that satisfies all of the following:
AB394,2,1717 1. The provider is any of the following:
AB394,2,1918 a. A public school providing a course in driver education approved by the
19department of public instruction or department of transportation.
AB394,2,2120 b. A technical college providing a course in driver education approved by the
21technical college system board.
AB394,2,2422 c. A nonpublic or private school or tribal school, as defined in s. 115.001 (15m),
23providing a course in driver education that meets the minimum standards set by the
24department of public instruction.
AB394,2,2525 d. A school licensed by the department under s. 343.61.

12. The provider provides classroom or behind-the-wheel driver instruction or
2both.
AB394,3,5 3(2) (a) The amount of a grant under sub. (1) (a) may not exceed the cost to the
4person of the course of driver education in which the person is enrolled or seeking to
5be enrolled.
AB394,3,86 (b) The amount of a grant under sub. (1) (b) may not exceed the cost to the
7provider of providing driver education to persons under 20 years of age enrolled in
8the provider's course.
