1An Act to create
20.435 (1) (fL) and 146.617 of the statutes; relating to: grants
2for quality improvement initiatives and making an appropriation.
Analysis by the Legislative Reference Bureau
This bill requires the Department of Health Services to distribute $100,000 in
grant moneys each fiscal year to the Wisconsin Hospital Association Foundation
Quality Improvement Fund to 1) increase participation by rural hospitals in quality
improvement activities by the association; or 2) broaden the scope of quality
improvement activities provided by the association. The bill also requires the
association to submit an annual report regarding the outcomes resulting from
activities funded by the grant program.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
20.005 (3) (schedule) of the statutes: at the appropriate place, insert 4
the following amounts for the purposes indicated:

146.617 of the statutes is created to read:
6146.617 Quality improvement initiatives grants. (1)
In this section:
(a) “Association” means the Wisconsin Hospital Association.
(b) “Rural hospital” means a hospital, as defined under s. 50.33 (2), that is not 9
located in a 1st class city.
From the appropriation under s. 20.435 (1) (fL), the department shall 11
distribute a grant of $100,000 each fiscal year to the association Foundation Quality 12
Improvement Fund for any of the following purposes:
(a) Increase participation by rural hospitals in quality improvement activities 14
by the association.
(b) Broaden the scope of quality improvement activities provided by the 16
Beginning on March 1, 2018, and annually thereafter, the association shall 18
submit a report to the chief clerk of each house of the legislature for distribution to
the legislature in the manner under s. 13.172 (2) describing the outcomes resulting 2
from activities funded by the grant program under this section.
This act takes effect on the day after publication, or on the 2nd day after 5
publication of the 2017-19 biennial budget act, whichever is later.
