AB288,1,3 1An Act to amend 49.147 (6) (a) (intro.); and to create 49.147 (6) (am) of the
2statutes; relating to: eligibility for a job access loan to repair or purchase a
3vehicle.
Analysis by the Legislative Reference Bureau
This bill requires a person to have a current and valid operator's license in order
to be eligible for a job access loan to repair or purchase a vehicle and requires a person
on probation, parole, or extended supervision to prove that the person has
permission to purchase a vehicle from his or her probation, parole, or extended
supervision agent in order to be eligible for a job access loan to purchase a vehicle.
The Wisconsin Works program (W-2) under current law, which is administered
by the Department of Children and Families, provides work experience and benefits
for low-income custodial parents who are at least 18 years old. DCF makes job access
loans to persons who are eligible for W-2 and who need such loans to obtain or
continue employment, including a loan to repair or purchase a vehicle that is needed
to obtain or continue employment. Under this bill, a person is not eligible to receive
a job access loan to repair or purchase a vehicle if the person does not possess a
current and valid operator's license. Also under the bill, a person who is on
probation, parole, or extended supervision is not eligible to receive a job access loan
to purchase a vehicle unless the person provides proof that his or her probation,
parole, or extended supervision agent has granted the person permission to purchase
a vehicle.
